The High Reliability Organization Health System Specialist incumbent will propose, promote, and implement strong, safe clinical processes using Patient Safety, Systems Redesign and Quality Improvement skills to foster the development of a HRO at the unit/service/medical center level. This position is a full-time position at the VA HVHCS to include the Castle Point VAMC, Franklin D. Roosevelt VAMC, 7 CBOCs, and all other outlying facilities. Reports directly to the Chief, Quality Management.

Duties

Program Management/ Administration This position will lead the VA Hudson Valley Health Care System on the journey to High Reliability putting Veterans at the center of all changes in processes, innovations, improvements, and change. The incumbent serves in a leadership role for the development and implementation of high reliability programs and/or initiatives that have a direct impact on patient safety and related data management and processing, and clinical and administrative systems/process improvements. The HRO HSS regularly provides policy guidance, decision feedback and analysis, motivational materials, and information to encourage and facilitate staff participation in program initiatives as well as to support achievement of facility strategic goals. As an expert advisor in all aspects of High Reliability, the HRO HSS provides advice to the Medical Center leadership and HRO groups. The HRO HSS develops and implements the HRO program activities in leading culture and organizational change by assisting with activities based on change management science to help improve the culture and create psychological safety through the organization. Collaborates with staff, other disciplines, and peers in developing, conducting and evaluating HRO activities and programs. Researches, interprets, identifies, develops and presents educational programs for health care professionals, and support services regarding quality and performance management. Data Management and Analysis Reviews quality and patient safety data for trends and early intervention. In collaboration with senior program officials and executive management, initiates performance improvement monitoring projects. Utilizes data and comparative analytical processes in recommending design and implementation of innovative programs to improve service excellence, customer satisfaction and compliance to patient care and regulatory standards. Education and Training To ensure HRO educational programs are updated and relevant to current business and clinical operations, the incumbent will develop tools to analyze effectiveness of training. This information is utilized to continually assess the need for course improvements based on changing business and clinical practices. Plans and executes delivery of ongoing HRO educational initiatives to include Clinical Team Training (CTT). Other High Reliability activities will support the development and expansion of the four foundational practices of high reliability: Safety Forums, Safety Huddles, Huddle Boards, and Leadership Rounding. Performs other duties as assigned. Work Schedule: Monday - Friday 8:00am to 4:30pm Position Description Title/PD#: Health System Specialist/PD26633O Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience serving in leadership roles that led to development of programs and/or initiatives that contributed to the positive impact on all facility functions. Experience developing and implementing programs to improve and create safety within the organization. Experience recommending and implementing innovative programs for service excellence. Experience analyzing data to set trends and early intervention. Strong analytical capabilities utilizing data and comparative analysis. Knowledge of regulatory standards in healthcare. Proficiency in developing tools to analyze the effectiveness of training programs. Proficiency in updating and ensuring relevance of educational programs. Ability to plan and execute delivery of educational initiatives. Knowledge of LEAN methodology. Knowledge of health care data concepts and tools. Comprehensive knowledge of federal laws, statutes and VA, VHA, and regulatory guidelines. Advanced Knowledge of Microsoft Office suite (Word, Excel, PowerPoint, Access, and Outlook). Experience using a multitude of SharePoints for storing, managing, and organizing critical documents. OR Applicants may substitute education for the experience required for the GS-11 level. OR Applicants may also combine education and experience to qualify at the GS-12 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-12. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
