The Lead Human Resources Specialist (LHRS) reports directly to the Senior Strategic Business Partner (SSBP) in the Strategic Business Unit (SBU). The role of the LHRS contributes to overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives. The LHRS is an experienced expert advisor to executive leadership on all HR matters at a designated facility and its components.

The Lead Human Resources Specialist (LHRS) will assist the SSBP, who has executed delegated responsibilities for the local labor market through workload management for SBU functional areas: employee relations consultation; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; and performance and compensation management consultation.
The LHRS will carry out additional responsibilities to include organizational health, employee development initiatives, and training. The incumbent, as part of the SBU, will assist as a strategic advisor between local leadership and the local SSBP as well as VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning.
The LHRS collaborates with the SSBP, facility executives and VISN leadership to execute and align human capital goals and priorities. Acts as change agent to business through process redesign and approaches that support change and transformation. Analyzes trends and metrics to develop solutions. Provides day-to-day consultation to the local SSBP and facility leadership on a variety of actions to include employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation. Actively participates in annual budget planning/labor forecasting process with business partners. Conducts ongoing supply and demand analysis for business partners on current and future state staffing and skill needs and designs talent acquisition strategies to meet those needs.

Work Schedule: Monday - Friday, 8:00AM - 4:30PM (subject to change based on agency needs)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience and skill in applying a wide range of advanced HR principles, concepts and practices; Consultative skills, providing management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, employee and labor relations, education and training, benefits, etc.); Experience managing the functions of a Human Resources workgroup responsible for dealing with civilian human resources management in the Federal sector to include substantive human resources work, supporting all management/supervisory levels with knowledge of government and local laws, policies and regulations; Skill in consensus building, negotiating, coalition building, and conflict resolution techniques; and Skill in communication, both verbally and in writing to develop and deliver briefings, project papers, status/staff reports, and correspondence.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: providing extensive management consulting on a wide spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, employee and labor relations, education and training, benefits, compensation, etc.); serving as a subject matter expert to other senior HR staff and program managers on a broad spectrum of HR functions; leading special projects or studies critical to the resolution of operating issues and problems; collaborating with the CCOE and VA leadership across all levels to recommend action on a variety of pay areas (e.g., special salary rates, nurse pay schedules, physician, dentist and podiatrist pay, EDRP, SLRP, etc.); developing management strategies to respond to labor issues; advising leadership in the resolution of administrative grievances, post separation reviews, congressional, OIG, OSC, EEO, MSPB or department level complaints; and serving as a subject matter expertise and agency representative in third-party proceedings with various external entities (e.g., MSPB, FLRA, and FSIP).
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
