This position is in the Department of Health & Human Services, Centers for Medicare & Medicaid Services, Center for Clinical Standards and Quality.
As a Supervisory Physician, GP-0602-15, you will serve as the Director of CCSQ and Chief Medical Officer, providing executive leadership for quality, clinical, and medical science issues for CMS' programs and serves in a senior advisory role for evidence- based Medicare Coverage policy decisions.
Duties
Serve as the Center Director, providing leadership in all areas of strategic development and implementation of a cohesive, CMS-wide approach to promoting health quality and leads the agency's priority setting process for clinical quality improvement.
Provide executive leadership and direction to ensure the development and implementation of CMS' quality priorities and policies.
Provide executive leadership and direction in CMS' efforts to ensure integration of continuous improvement and human-centered design into all aspects of CMS' operations, and the infusion of quality improvement into healthcare operations.
Direct the development of clinical quality and cost measures to assess patient experience, patient-reported outcome, safety, efficiency, and health outcome measures of effective care.
Serve as the CMS Chief Medical Officer (CMO) and provides executive leadership around key national program policies and procedures, as well as strategic, analytic, and research initiatives to ensure effective CMS program administration.
Develop the strategic direction and provides oversight to CCSQ clinical and quality programs and projects.
Collaborate with the Office of the Administrator to provide guidance on issues which influence the Agency.
Requirements
- You must be a U.S. Citizen or National to apply for this position.
- You will be subject to a background and suitability investigation. A Top-secret security clearance with SCI access is required for this position.
- The incumbent must have a Doctorate in Medicine or Osteopathy.
- The incumbent must possess and maintain a current medical license throughout the duration of their appointment with CMS.
- The incumbent will be required to undergo drug testing for this position.
- A FInancial Disclosure Statement, OGE-450 will be required.

You must demonstrate in your resume 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
Evaluation of Candidates
Interviews: Applicants may be interviewed to assure that they possess the degree of skill in interpersonal relationships required for satisfactory performance of the duties of the position to be filled.
Substitution of Experience for Residency Training: Experience may not be substituted for residency training that is essential for the performance of specialized duties. For example, specialists such as psychiatrists and surgeons must complete the number of years of accredited residency training required in their respective specialties. An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program.
Teaching Experience: Graduate teaching experience as a member of the faculty in a school of medicine or school or public health may be credited for training positions or as appropriate for specialist positions. (Teaching undertaken as a part of a residency or fellowship training does not satisfy this requirement).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: .
DEGREE: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year you graduated. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.
