The VISN 22 Desert Pacific Healthcare Network is hiring a Lead Human Resources Specialist for the Prescott, AZ Strategic Business Unit. As the Lead Human Resources Specialist you will report directly to the Senior Strategic Business Partner (SSBP).

Duties

The role of the Lead Human Resources Specialist contributes to the overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives, and SBU functional areas: employee relations consultation; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; and performance and compensation management consultation. Duties include, but are not limited to: Collaborating with the SSBP, facility executives, and VISN leadership to execute and align human capital goals and priorities. Acting as a change agent to business through process redesign and approaching that support change and transformation. Analyzing trends and metrics to develop solutions. Providing day-to-day consultation to the local SSBP and facility leadership on a variety of actions to include Staffing issues, policy interpretation and application, talent management and development, and organizational design consultation. Participating in annual budget planning/labor forecasting process with business partners, and conducting ongoing supply and demand analysis for business partners on current and future state staffing and skill needs, and designs talent management acquisition strategies to meet those needs. Advising leadership and providing responses to proposed legislation, policies, and standards of higher authority regarding human resources issues. Providing expert management consultative service to the SSBP and local leadership involving the full spectrum of HR functions (e.g., recruitment and placement, employee performance, and conduct issues) on highly complex VISN-wide or equivalent issues. Collaborating with, and leading stakeholders, in employing change management process concepts and techniques such as strategic planning and workforce development. Leading staff by managing day to day workload and assignments for the HR Staffing section of the SBU while also functioning in a technical capacity. Analyzing, evaluating, and developing major aspects of agency-wide labor relations programs that require isolating and defining unknown conditions, resolving critical problems, and developing new concepts and methodologies; and resolving issues of sensitivity and potential controversy that may promote advances in principal HR program plans, goals, objectives, and milestones. Leading staff while also functioning in a technical capacity to work collaboratively with all levels of leadership and the CCOE. In collaboration with the SSBP recommends and implements workforce analytics for the facility and VISN. Work Schedule: Monday - Friday; 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: conducting recruitment and placement activities from cradle to grave for variety of professional, administrative and technical positions; troubleshooting and resolving difficult and controversial internal and external staffing and placement issues; providing guidance and/or training to other HR staff; interpreting and applying qualification standards/requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions; explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions; analyzing recruitment and staffing issues or problems and developing and recommending possible approaches, alternatives, and solutions; and, utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements and issue referrals to managers. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Performing a variety of Human Resources duties including consulting and advising leadership regarding regulations and law; organizational development; staffing; compensation; and employee and labor relations.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
