This position serves as a Graduate Healthcare Administrative Training Program (GHATP) Trainee functioning as a Health System Specialist in the Office of the Director of the Medical Facility and is responsible for managing projects and assisting in the coordination of daily office activities. The position is responsible for all program matters under the direction of the Medical Center Director that is delegated to them.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The position serves as a Health System Specialist (GHATP Trainee) within a one year formalized national training program (June to June). The GHATP training program is designed so that the position acquires the knowledge, skills, abilities and competencies necessary to assume progressively more complex responsibilities and assist the Office of the Medical Center Director in successfully meeting its mission and strategic goals. The position will develop an individual development plan (IDP) and receive recurring progress reviews by the supervisor.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024. Time-In-Grade (TIG) Requirement: Federal employees and have held a GS grade any time in the past 52 weeks must also meet TIG requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your TIG eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year TIG, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year TIG. Individual Occupational Requirement (IOR): Applicants who meet the IOR described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Education: Applicant must have a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts required) OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience: To qualify at the GS-9 grade, you must have one year of specialized experience equivalent to the GS-7 level or higher and/or meet educational requirements or a combination of specialized experience and education. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This experience must be supported by your resume to be creditable. OR Education: Substitution of a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required). OR Combination: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Divide the semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] NOTE: Transcripts required. Experience must be clearly indicated in your resume. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher and/or meet educational requirements or a combination of specialized experience and education. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; AND (2) Regulations and standards of various regulatory and credentialing groups. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care. This experience must be supported by your resume to be creditable. OR Education: Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required). OR Combination: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the second year or an excess of 36 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] NOTE: Transcripts required. Experience must be clearly indicated in your resume. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationDatabase Management SystemsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
