Under the direction of the Director, Risk Supervision Division (RSD) or the RSD Program Manager, this position serves as FCA Senior Enforcement Examiner responsible for administering the Office of Examination (OE)'s supervisory and enforcement program and recommending and executing appropriate oversight and enforcement strategies with Farm Credit System (System) institutions.
Duties
As an FCA Senior Enforcement Examiner, you will promote ongoing risk-based supervisory and examination activities through a proactive approach to identifying systemic and emerging risk to the System, and individual institutions, and then developing appropriate strategic or supervisory responses. Under direction of the Director, RSD or the RSD Program Manager, the incumbent administers OE's special supervision and enforcement process through coordination with examination divisions, the Office of Regulatory Policy, and the Office of General Counsel as well as interaction with FCS institutions. Specific duties include:
Identifying areas of concern within FCS institutions and developing recommendations for supervisory strategies and enforcement actions to address those areas of concern.
Coordinating the Agency's Regulatory Enforcement Committee (REC) and Pre-REC meetings and maintaining records of documents provided and actions taken by the committee.
Developing, administering and maintaining training and development programs for examiners to enhance OE's knowledge of the supervisory and enforcement programs as well as skills in dealing with supervisory and enforcement situations.
Assisting in RSD's program for conducting systemic risk analysis including the development of accurate, timely and clearly written analyses, strategic recommendations, and other products according to Agency and OE guidance and other standards in effect.
Coordinating with OE, Agency and System officials to identify and address needed risk strategies.

Qualifications
You may qualify at the VH-40 (GS-14) band level if you have one year of specialized experience equivalent to the VH-39 (GS-13) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. This experience is described serving as an Examiner-in-Charge or team/project leader with responsibilities for developing and providing training to examiners; communicating and coordinating effectively with officials at all levels within and outside of the FCA, including senior management and boards of directors; conveying OE policy; and developing written analyses and strategic recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Education
Education may not be substituted for experience at the VH-40 grade level.
