This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. The Deputy Administrator for NR is also the Director of the Naval Nuclear Propulsion Program and the Deputy Commander, Naval Nuclear Propulsion Directorate, Naval Sea Systems Command. Responsibilities for this Program area are contained in Executive Order 12344 of 1 February 1982, which is codified in 42 U.S.C. §7158 and 50 U.S.C. §§ 2401 and 2406.

Duties

As a Program Manager (Senior Naval Reactors Representative - West Milton Field Office (WMFO)), you will: Be responsible to the Director, Naval Nuclear Propulsion Program (NNPP), for nuclear reactor safety and overall planning, direction, coordination, and implementation of joint Department of Energy (DOE) and Department of Navy (DON) technical programs at the Kesselring Site. Ensures safe operation of the facilities through compliance with approved operating and emergency procedures and that operation is in accordance with existing safety and environmental regulations. Evaluates contractor and Navy manpower requirements including reactor plant and support system operation, engineering, quality control, radiological control, trade, and support personnel. Reviews and advises on the scheduling, planning, cost estimating, and performance of this work. Plans and directs a program for independent surveillance and appraisal of prime contractor and Navy technical operations for conformance with program technical directives and recommends new approaches and techniques to improve their performance where necessary. Reviews and advises on radiological control and health physics procedures and practices associated with naval nuclear work and audits and inspects to assure compliance. Oversees and provides Government regulation of all aspects of operations at a government-owned, contractor-operated facility. Oversees reactors safety and radiological emergency preparedness, as well as implementation and enforcement of all environmental, health, and safety requirements and regulations to assure sound environmental stewardship and public safety. Initiates action appropriate to ensure operations meet all aspects of Federal, State, and local regulations while effectively meeting the Program's mission and objectives. Reviews, evaluates, and approves test programs and procedures which are required for the testing of naval nuclear propulsion plants.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENT: One year of specialized experience equivalent to the GS-15 level or equivalent in the Federal service. Specialized experience for this position is defined as: Extensive knowledge of guidance, direction, and vision to advise on the planning, direction, coordination, and implementation of joint programs; naval nuclear planning and execution related to propulsion prototype plants; project management; fiscal and contracting policies; and applying analytical and evaluative methods, regulatory or enforcement program administration to apply program evaluation and measurement techniques.
