This position reports to the Chief of Public Affairs in the Director's Office, in Palo Alto, CA. This position is responsible for coordinating and managing the activities of Printing and Publishing Services in the Distribution Center of the Public Affairs Office.

Duties

The incumbent coordinates, plans, designs, and produces computer-designated print and electronic graphic-visual information material for targeted audiences (i.e., Veteran patients, medical students, staff, and researchers). The employee will perform document and electronic automation. Printing is procured from the section's own Distribution Center, from the Government Printing Office, from other government agencies, and/or from commercial printing plants. This responsibility encompasses the full range of automated printing services to include: electronic file to print conversion, electronic storage and retrieval, and the distribution of hard copy and digital formats. Major duties and responsibilities include, but not limited to: Responsible for coordinating and operating the activities of Printing Services in the Distribution Center of the Public Affairs Office. Receives, reviews and prioritizes all incoming printing and/or device duplication requisitions for completeness, accuracy, conformance to requirements, and proper format. Analyzes electronic files and/or hard copies for proper conformity and operates digital duplicating and press equipment for mass reproduction purposes. Assists editors/writers of programs, books, tri-folds, forms, booklets, certificates, brochures, invitations, menus, pamphlets, flyers, cards, signage, labels, etc. during the development stage to ensure suitable layout and format for reproduction. Develops specifications for open-end contracts of a year's duration for printing, binding, and related printing services, and may perform the necessary liaison work with commercial printing plans for procurement, scheduling, and production of printing. Performs Graphic and Illustration Design Designs copy layout for material to be presented by visual communication media for medical dealings and requirements for research, training, education, and information purposes. Provides advice to the editor/writer in the subject-matter organization in developing and planning layouts of values, schedules, tables and illustrative material. Studies illustrations, photographs and typography to plan presentation of material, product or service. Determines size and arrangement of graphic material and copy selects style and size of type; and arranges layout based upon available space, knowledge of layout principles, and aesthetic design concepts. Formulates basic layout design concept and conducts research to select and secure suitable graphic material. Performs daily maintenance and operations of equipment and sustains supply levels. Diagnoses equipment malfunctions, operating problems, and performs corrective adjustments as necessary to equipment and/or peripherals. Responsible for developing, implementing, and monitoring color management technology [update international Color Consortium (ICC) profiles] and quality control methods; monitor and maintain consistent digital proof-­to-press, effectively executing color correction, image manipulation, photocomposition and advanced image scanning. Performs operator maintenance and minor adjustments such as daily clean up, lubrication, changing parts, checking and replenishing levels of toner, ink, paper, etc. Performs photographic and video tasking Serves as backup regarding performance of photographic and video tasks during peak workloads and on special assignments. Uses a variety of video/photographic cameras, lighting equipment, and relaxed processes, to accomplish varied medical/general photographic and video assignments. Uses computers and specialized software to create and arrange images, video, and text suitable for publication, reference and/or presentation. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Candidates must meet the following Individual Occupational Requirement: Candidates must meet the following minimum qualifications of the 1654 Printing Services Series. Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. (Must upload transcripts) OR, Specialized Experience: Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. In addition to the Individual Occupational Requirement candidates must also meet the following minimum qualifications: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: procuring printing, giving advice on and developing revisions of equipment, inspecting printing plants, and developing standards and guidelines for use of printing services; scheduling production and assigning duties; using computer digital reproduction press equipment, color management, color profiles, color gametes, and Raster Image Process (RIP) workflow solutions; using desktop-publishing practices such as print packaging, print bleeds, positioning, pagination, color correction, registration, fonts, vector, raster, PDF printing, CMYK, RGB, DPI, etc. along with graphic design applications and layout techniques; Knowledge of Windows and Mac computer system operations, Adobe CC software, Micro Office software, and peripheral computer equipment; determining best methods to reduce costs in reproduction capabilities and compiling and providing reports on reproduction activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education.. Physical Requirements: The work requires long periods of standing, reaching, stooping, and bending during the operation and adjustment of the equipment. Hand dexterity is required. Occasionally, the work requires the employee to lift light to moderately heavy (40lbs) items such as boxes of paper stock, publications, ink cartridges, and equipment supplies. Heavier items are moved with carts. The environment is air conditioned. There is noise due to the sounds of the equipment in operation.
