This position serves as the Director over the National Work Queue (NWQ), within the Office of Field Operations (OFO). The National Work Queue implements turnkey initiatives to the field, receives input and requests for assistance regarding implemented initiatives, and tracks the progress of said initiatives while directing the daily workload management process and assignment of workload priorities for VBA.
Duties
Specific duties include:
Serves as a full operational assistant to the ADUSFO reporting to the Deputy Director, Operations Management, the Assistant Deputy Under Secretary for Field Operations, Operations Management (ADUSFO-OM) and the Deputy Under Secretary for Field Operations (DUSFO).
Works closely with the Deputy Director, Operations Management to ensure the National Work Queue is effective in its approach to fulfilling program objectives.
Serves as an expert advisor and consultant to officials and managers within or outside the agency providing guidance and direction in the interpretation of and among program offices and activities aligned with OFO.
Provides day-to-day direction to a staff that is responsible for creating and managing central office projects and programs designed to improve VBA performance.
Monitor program and project effectiveness in experiments and in full operational implementation.
Provide leadership to staff members who serve as project managers and as consultants to senior level VBA management, area offices and regional offices, on highly visible, complex, and difficult issues associated with the effectiveness of VBA field operations as they relate to the delivery of benefits and services to Veterans nationwide.
Directs the staff's efforts in planning, organizing and conducting difficult and complex improvement programs involving people, processes and technology.
Provides oversight and guidance to internal employees on IT improvement initiatives and speaks for the ADUS to advocate for scope, budget and timeframes for IT initiatives to improve NWQ capabilities.
Conducts organizational studies of VBA field offices to determine strengths, weaknesses and best practices that can be modified or implemented nationally.
Articulates the nature of organizational problems, appropriate corrective actions to be taken and anticipated results.
Coordinates the implementation of VBA's national initiatives established to enhance the level of service to veterans.
Proposes new initiatives, which will enhance ongoing field operations and recommends changes in courses of action in response to adverse trends or results.
Coordinates analysis of area and regional office operations to resolve highly sensitive problems.
Reviews the reports developed by staff members resulting from such analysis to assure consistency with OFO policies and strategies.
Provides feedback and recommends necessary changes before dissemination to OFO leadership.
Provides guidance to staff members on methods for managing projects and programs, articulating, and formulating solutions to reduce or eliminate schedule, scope, and cost risks,
Leverages workload data to interpret trends and take appropriate actions, to include elevating issues and recommendations to OFO leadership.

Relocation/Recruitment Incentives: Authorized. Relocation expenses and services (Permanent Change of Station - PCS) are authorized for this recruitment as well as a $30,000 relocation incentive. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-15 position you must have served 52 weeks at the GS-14 level.

Specialized Experience:
Experience in analyzing project management processes, identifying trends, and using data to monitor progress and determine program needs.
Experience in formulating strategies to enhance program efficiency, effectiveness, and compliance with regulations and new directives.
Experience in building, assessing, and approving business requirements for major information technology (IT) programs in a no-fail critical operation.
Experience establishing organizational vision and implementing strategic plans in a continuously changing environment.
Experience building coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve agency objectives.
Experience with building teams and improving the employee experience through proactive practices to resolving conflicts, attend to morale and organizational workplace issues, handling administrative, labor management, and EEO issues, and taking disciplinary action as appropriate
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
