OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).
Duties
The Deputy Assistant Inspector General for Audit (DAIG/A) reports to the Assistant Inspector General for Audits, Inspections, and Evaluations (AIG/AI&E).
Requirements

- The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Males born after 12/31/1959 must be registered with the Selective Service.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- This position requires the incumbent to successfully obtain and maintain a top secret/SCI clearance.

Qualifications
To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.
MANDATORY TECHNICAL QUALIFICATIONS (TQs):
All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.
MTQ 1 - Expert knowledge and experience of performance auditing, attestation, and financial statement auditing principles, techniques, and practices needed to interpret and apply Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) to ensure a scope and quality of work that is meaningful to a wide range of users. Professional knowledge of accounting and auditing principles, concepts, and techniques to serve as an expert on the interpretation and application of accounting theory and methodology, as applied to a complex environment.
MTQ 2 - Knowledge of the USAID organization (or similar organization), operating programs, activities and goals, and the functions of the operating elements to the extent required to assess the relationship of these programs to the financial resources of the entities being audited.
MTQ 3 - Professional knowledge of legal restraints imposed on the expenditure of Federal funds by Congressional, OMB, and Agency regulations.
MTQ 4 - Professional knowledge of management principles and practices as applied in the operation of an office and knowledge of personnel management policies relative to the responsibilities of a supervisor in areas such as employee relations, recruitment, and performance management.
EXECUTIVE CORE QUALIFICATIONS:
All applicants* must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of "ineligible".
*Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs.
When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Applicants must utilize the Challenge-Context-Action-Result (CCAR) Model when writing Executive Core Qualifications (ECQ). Use two examples of relevant experience for each ECQ being sure your experience matches the ECQ criteria.
Challenge - Describe a specific problem or goal.
Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
Action - Discuss the specific actions you took to address a challenge.
Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Credibility.
ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Technology Management and Human Capital Management.
ECQ 5 - Building Coalitions/Communications: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Influencing/Negotiating, Oral Communication, Partnering, and Political Savvy.
Additionally, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.
Qualifications Approval and Probationary Period: Persons newly selected for a career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
Education
- Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
or
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation
