The incumbent of this Incumbent is the Talent Management System (TMS) Domain Administrator for the WPB VA Medical Center. The Incumbent is located in Employee Education and Research Services (EES), which reports to the Chief of Education /Designated Learning Officer through the Associate Director of Patient Care Service (ADPCS).

Duties

Duties include but are not limited to : - Creates and maintains mandatory education assignment profiles on all staff/student job Incumbents and assigns accordingly in the TMS. - Develops complex assignment profiles to assign trainings to selected personnel. Verifies personnel selection using advanced Microsoft Excel skills prior to propagation of profile. - Establishes procedures to document and maintain locally developed content, learning items, scheduled offerings, curriculums, exams, classes, objectives, questions, surveys and assignment profiles. - Functions as Item Manager in the TMS, creating new items and linking to online courses. - Authors and configures in TMS varied instructor-led scheduled offerings for user review and selection. - Modifies PowerPoint presentations, Word documents and quizzes for on-line courses to meet local and VISN standards and creates the links to the TMS. - Reviews online courses for updating and coordinates content development with appropriate subject matter experts (SMEs). Develops content utilizing Learning Content Management Software (LCMS)/ Microsoft Office products. - Attends live or online training sessions to develop own expertise in Learning Content Management Software (LCMS). Work Schedule: Monday - Friday 7:30am-4pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Training Instruction Series 1712 Individual Occupational Requirements (IOR): Applicants must satisfy the IOR to be further considered for the position. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience: Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or coordinating a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists in reviewing, analyzing and evaluating training courses and programs. Develops and updates training guides and plans and written internal procedures. Creates specialized training agendas and/or orientation plans which detail the scope and functions. Participates & provides input during orientation progress meetings, coordinates monthly trainings. Uses Microsoft Lync, Word, Excel and PowerPoint software to develop training tools and materials. OR, GS-09 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond beyond the 1st (first) year. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Physical Requirements: The work is mostly sedentary. Typically, the Incumbent sits comfortably to do the work, although face-to-face teaching in a classroom may require standing for extended periods of time. Work on a computer is required. There may be some walking; standing; bending and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
