WHAT IS THE WAGE AND INVESTMENT CAS: RETURN PROCESSING BRANCH, IMF CODE & EDIT SECTION, BMF CODE & EDIT SECTION AND MMDC MAIL MGT/DATA CONVERSION DIVISION?

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
*The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
*The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
*Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
*Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
*Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIECE GS-12 Level: You must have one year specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes:
Experience with operations to evaluate programs plans and determine impact of changes on program goals;
Experience using cross-functional programs and their interrelationship with assigned program to assist with conducting reviews, studies/ projects, and coordinate systems and resource utilization of program operations;
Experience recognizing significant tax issues and enforcement changes in order to revise or recommend changes in basic implementing regulations;
Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions;
Experience with principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures;
Experience with oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees;
Experience in written communication is necessary to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions;
Experience providing guidance and making recommendations;
Experience assisting in preparing written guidelines such as agency directives, IRM feedback, memoranda, and recommendations for projects;
Experience assisting with initiating resolutions for IRM procedures involving taxpayer accounts; Experience creating presentations in Microsoft Office or equivalent software using Power Point, spreadsheets and written documents;
Experience working Submission Processing pipeline programs (Receipt & Control, Code & Edit, ISRP, and/or Error Resolution);
Experience using Work Request Management System (WRMS) and writing Unified Work Requests (UWR);
Experience working the Error Resolution system processing tax returns on IMF and/or BMF Tax Worksheets and/or with Deposit, Receipt and Control, ISRP and/or SCRIPS functions.

Experience preparing written guidelines such as agency directives, IRM feedback, memoranda, and recommendations for projects;
Experience initiating resolutions for IRM procedures involving taxpayer accounts;
Experience creating presentations in Microsoft Office or equivalent software using Power Point, spreadsheets and written documents;

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
