This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. About the Position: PEO EIS Mission Statement: Rapidly deliver innovative and cost-effective IT systems and services for the Total Force, to globally connect the Army and provide a decisive information advantage to every Soldier.

Duties

Provide overall direction and guidance for the development and implementation of a comprehensive product support strategy for the material system throughout the system life cycle Develop product support strategy and life cycle sustainment plan (LCSP) for assigned projects; Ensure product support strategy and LCSP are synchronized with the acquisition strategy, systems engineering plan, test and evaluation master plan, and program cost estimates. Directs and oversees initial hardware procurement and fielding planning and execution. Plans, organizes, and directs the product support operations of the functional unit. Collaborates with heads of units to negotiate, decide on, schedule, and coordinate supporting services.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level III Advance in the Acquisition Career Field Life Cycle Logistics within 48 months of entrance on duty.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 30% of the time.
  • This is a Critical Acquisition Position (CAP)/ Key leadership position
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 or 2889(Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service at the NH-03 or GS-13 grade level. Specialized experience is defined as: 1) Developing acquisition logistics, lifecycle sustainment and product support programs plans; 2) Ensure materiel solutions are in compliance with regulatory guidance; 3) Coordinating strategic program integration functions to effectively manage product support integrators or product support providers; and 4) Performing stakeholder management briefing to senior leaders to convey product lifecycle acquisition logistics program status.
