This position is a Fish and Wildlife Administrator, GS- 0480-14 working in Alamo, TX for the R2-South Texas Refuges Complex.

Duties

As a Fish and Wildlife Administrator your duties will include but are not limited to the following: Coordinates activities with other Branches/Division, Regions, field offices, sister bureaus, external agencies, and private partners for the benefit of the program or project to enhance information exchange and provide technical assistance. Maintains diversified Service intra/inter departmental contacts, to keep abreast of and utilize efficient techniques and methods to carry out the functional aspects of the area of responsibility. Leads the development, formulation, interpretation, and implementation of policies for the assigned program. Serves as the accountable management official or full deputy for planning resource management, budget initiatives and position papers that address management of the program/project resources or challenges, and assures compliance with associated Federal policies, regulations, directives, and procedures. Plans, negotiates, and executes budgets and serves as the accountable official for the programmatic budget of the assigned organization(s). Establishes and justifies budget and staffing requirements, and approves expenditures for high-cost training, travel, awards, and overtime. Informs senior management of budget status. Prepares briefing statements, issue papers, status reports, Congressional testimony, responses to oral and written inquiries, and other documents and materials on program policy, planning, and management activities in a manner that communicates this material for a diverse set of audiences. Serves as an expert consultant and provides authoritative advice to senior management and other Service officials and managers concerning controversial and complex scientific, political, and economic issues; prepares position papers; reviews documents and plans; and makes implementation decisions. Provides technical assistance and expertise to appropriate offices, including the promotion of each program, consideration of these programs in multiple strategies, staffing, potential partnerships, economic activities, and restoration planning. Leads the development of Strategic Planning documents for programs. Assists in the review of congressional, Departmental, bureau guidance, policy and planning proposals to assure consistency with existing Federal laws, policies, and standards and to assure integration of material with a focus on the mission and responsibilities of the Service. Performs a full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements. Promotes and demonstrates a strong commitment to workforce diversity. Identifies program training/mandatory needs and expectations. Supervises the subordinate staff work on programmatic issues. Evaluates subordinate staff and teams on issue management. Coordinates the work of employees, contractors, and consultants in planning and conducting studies and projects (e.g., demographic studies, wildlife and plant surveys and studies, contaminant removal, environmental impact assessments, quality assurance projects, public use surveys, and program effectiveness reviews) related to program areas of responsibility. Represents the Service and participates in agency and interagency planning sessions, workshops, and meetings (including other Service activities, other Federal, Tribal, and State agencies, local governments, organizations, groups, and individuals) for the purposes of communicating and negotiating Service positions and objectives and for precluding and resolving problems.

Qualifications

Only experience and education obtained by 02/16/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: A. Degree: A full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree, from an accredited college or university, in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: Transcripts required. OR B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education. NOTE: Transcripts required. OR C. Experience: Four years of experience that demonstrates an acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a four-year course of study as described in A above. Minimum Qualification [GS-14] One (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience may include: 1) Coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources; 2) Identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing a federal entity in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation; 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
