The primary purpose of this position is to exercise supervisory and managerial authorities over the Installation Management Flight in the Civil Engineer Squadron. Responsible for providing a systematic and integrated management of the environmental, real property, and asset accountability elements to effectively execute the installation's mission, sustain quality of life, and optimize delivery of products and services.
Duties
Advise and provide counsel to employees regarding policies, procedures, and directives of management. Explain performance expectations to employees and provides regular feedback on strengths and weaknesses.
Provide subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Review and structure organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
Establish, develop, and maintain effective working relationships with other base organizations, senior leadership, representatives from Department of Defense (DoD) and other Federal agencies, and related civilian organizations regarding project/program management.
Plan, direct, organize and exercise control over project programming and management in assigned functions, such as environmental, real property, financial management and IT management for the squadron.
Monitor and evaluate operating units and activities to determine compliance with applicable regulations, directives, procedures, and policies. Identify, analyze, and evaluate actual and/or potential problem areas in flight activities, drawing from trend data and knowledge of the organization.

- This position is centrally managed by the Civil Engineering Career Field team. Travel and relocation expenses will be paid.

- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Position.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes providing systematic and integrated management of the environmental, real property, financial management and IT management elements to effectively execute the installation's mission, sustain quality of life, and optimize delivery of products and services.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles of planning and program management including standard construction and contracting regulations; common business and economic principles, theories, concepts, and procedures; resources principles and standards; and of the Planning, Programming, and Budgeting system PPBS.
2. Knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO) regulations, practices, and procedures.
3. Skill in evaluating and interpreting environmental compliance rules and regulations and applying them to natural/cultural resources concepts, standards, methods, practices, techniques, materials, and tools.
4. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization.
5. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
