This position will serve as a Supervisory Police Officer - Major at the Finger Lakes VA Medical Center in Bath, NY, ensuring a safe and secure environment across all VA Administrations with various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, domiciliary and administrative sites throughout the United States.

Duties

Provides advice and guidance to Police Service management officials and staff; Directs and supervises a variety of security and law enforcement assignments and projects performed on VA departmental property; Oversees policing activity and preliminary and/or supplemental investigation of crimes, interviewing victims, complainants, witnesses and suspects; Coordinates, oversees and provides security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, and visitors entering VA facilities; Protects high value assets from theft, intentional damage and unauthorized removal of government property; Performs various law enforcement and administrative functions throughout the department; Ensures law enforcement and security program policy, procedures and operational compliance; Establishes priorities to coordinate, plan, organize and complete work; Oversees human resource activities such as recruitment of vacancies; preparing, conducting and reviewing performance evaluations; takes disciplinary action; identifies and conducts specific training; approves and monitors leave requests; Responds to highly dangerous and active crimes in progress; Makes independent decisions to take, direct and coordinate immediate steps to preserve life and property; Conducts and/or coordinates long- and short-term investigations; Performs other related duties as assigned. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. Work Schedule: Compressed/Flexible Schedule. Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Furthermore, candidates must be willing to be placed, detailed, or temporarily assigned to other related services and/or locations, if necessary. 8, 10 or 12 hour shifts are possible to meet the needs of the careline, hours can vary. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized experience that provided a knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property includes: Knowledge of the principles of supervision, training and performance evaluation to supervise a law enforcement staff engaged in protecting and safeguarding the public. Knowledge of an extensive body of standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes and other incidents that are beyond the scope or requirements to oversee law enforcement criminal activities, including patrol conducting stakeout operations, and executing investigative techniques, resulting in arrests of suspects and, in some instances, in changes in patrol operating methods. Skills to detect inconsistencies in facts and information being reviewed and guide Police Officers as needed during the investigation of complaints. Detailed knowledge of federal, state, county, and local laws, legal codes, court procedures, and law enforcement regulations, methods and procedures and law enforcement requirements that apply to facilities depending upon their geographical location and the type of jurisdiction to ensure policing compliance and to prevent and resolve offenses. Note: You must provide detailed information of your experience performed. Information such as "I was a Patrolman", "I was a Police Officer for a number of years," or "I enforced Federal, State, county, and laws" is insufficient to determine your qualifications. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain.
