About the Position: This position is located at the Madigan Army Medical Center in the Military Personnel Division on Joint Base Lewis-McChord, Washington.
Duties
Prepare statistical data, charts, diagrams, etc., for submission to the Military Personnel Division Chief
Use word processing software and printing equipment to create, copy, and edit data.
Use judgment in selecting appropriate guidelines, manuals, references, and procedures for application to specific cases.
Review military personnel records periodically and ensure the database accuracy between HQDA, finance, and the local database.
Identify and recommend ways to improve the existing personnel management program objectives to improve service to the customer.
Review, verify, and coordinate military records and documents.
Review operations and recommends new methods, procedures and techniques to improve operations.
Recommend office policies, SOPs, special instructions and procedures.
Attend staff meetings, provides authoritative advice pertinent to areas of operation, and makes arrangements to provide and prepare responses to inquiries.
Apply an in-depth knowledge of various DoD, DA, and MEDCOM regulations, directives, precedents and procedures in resolving questions and problems.
Review and interprets new or changed regulations and directives.
Interpret rules and regulations pertaining to personnel that are assigned to Madigan AMC.
Requirements
- This position is Mission Essential. The incumbent may be required to remain on duty during phased, early release, or during inclement weather emergencies.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires a typing proficiency of at least 40 words per minute (WPM) based on a 5-minute sample with 3 or fewer errors.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of experience which includes utilizing military personnel policies, procedures, rules, and regulations to maintain personnel records (i.e. promotions, reassignments, training, awards); using automated systems to verify data and create reports. This definition of specialized experience in typical work performed in the GS-05 grade/level in the Federal Service.
OR
Education: Successful completion of a half year (i.e., 9 semester hours) of graduate level education in a field that demonstrated the knowledge, skills, and abilities necessary to do the work of the position such as Business Administration and/or Human Resources. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100% in order to qualify. (Note: You must attach a copy of your transcripts.)

Typing Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
