Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Human Resources Division, HR Benefits & Support Branch, HR Processing Unit in Sterling, VA.
At the full performance level (GS-7) the major duties of this position include, but are not limited to the following:
1. Provides technical support in staffing, classification, employee benefits, and automated personnel/payroll system activities for assigned client organizations.
2. Scans, indexes, and maintains electronic and hard copy files in accordance with established regulations.
3. Conducts new employee on-boarding process to include assembling new employee packages, presenting information to groups of new employees, and reviewing new employee documents for accuracy and completeness.
4. Utilizes various automated systems to process the full range of personnel actions in accordance with established regulations, guidance, and deadlines.
5. Conducts employee service history reviews for data integrity and determines service computation dates.
6. Assembles separation packages within established deadlines and answers related benefit questions.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-04: ($40,351 - $52,452) per annum.
GS-05: ($45,146 - $58,686) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Qualifications
Minimum Qualification Requirements:
To qualify for this position at the GS-04 grade level you must meet the (A) Educational Requirement OR (B) General Experience OR (C) Combination of Education and Experience for the grade to which you are applying
A. Educational Requirement:Two full academic years (60 semester hours) beyond high school at an accredited institution.

GS-04:
B. General Experience: One year of general experience which demonstrates the ability to perform the duties of the position is required. General Experience is defined as one year of general clerical experience performing progressively responsible clerical, office or other work that demonstrates the ability to acquire the particular knowledge and skills needed to perform the duties of the position.

C. Combination of education and experience: a combination of specialized experience and educationin excess of the first 30 semester hours (i.e., beyond the first year) that totals 100% of the requirement. For example, one full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
To qualify for this position at the GS-05 grade level you must meet the (A) Educational Requirement OR (B) Specialized Experience OR (C) Combination of Education and Experience for the grade to which you are applying. Note: Applicants qualifying based in whole or part on education are required to provide transcripts (unofficial) as proof of meeting the requirements. Failure to provide the documents will result in you receiving an INELIGIBLE rating.
A. Educational Requirement:Four full academic years (120 semester hours) beyond high school at an accredited institution.

B. Specialized Experience:
To qualify for the GS-05, you must possess at least one full year of specialized experience equivalent to at least the GS-04 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) utilizing an automated system to prepare or create documents, spreadsheets and/or correspondence; and
2) tracking various types of information to provide status updates and ensure deadlines are met; and
3) reviewing documents for completeness and compliance with established guidelines; and
4) maintaining electronic and hard copy files.

C. Combination of education and experience: a combination of total qualifying experience and education required for the grade level that totals 100% of the requirement. For example, one full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
