This position is located within the Office of Performance & Quality (OPQ) at the Erie VA Medical Center in Erie, PA. OPQ has oversight responsibilities for organizational performance, organizational development and regulatory compliance and advises the facility on matters related to these topics. The Program Analyst is the subject matter expert for design, collection, compilation, research, validation, communication, display and analysis of various types of data and data management systems.

Major Duties include but are not limited to:
Program Development & Evaluation:
Independently assists with the coordination, implementation, and ongoing management of the various programs within the facility and OPQ (including, but not limited to risk management, systems redesign, performance measures, peer review, external accreditation, patient safety, utilization management, HRO, Innovations, infection prevention, Safety and Occupational Health and GEMS).
Independently enters data, validating data, analyzing data, and preparing reports to be presented to executive level committees and submitted for national action items and data requests.
Researching and performing detailed analysis of national programs and policies to determine the impact on local operations and advises management on best practices.
Planning and conducting studies to evaluate effectiveness and efficiency and develop recommendations for improvement and problem resolution.
Subject matter expert in utilizing analytical tools, a wide range of databases, and the application of analytical methods and techniques to determine inefficiencies and areas of process improvement and make recommendations to the Chief of OPQ.
Determines oversight of data management, will gather, compile, and analyze data from multiple sources which may require reconciliation of multiple reporting requirement and formats, ensuring accurate information. Manages a workload that monitors productivity and pulls reports for other service lines within the facility.
Develops methods and technics to evaluate effectiveness and efficiency of the OPQ. Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems involving the quality of patient care services; recommends and/or initiates appropriate resolutions.
Assists and provides direct support for various medical center wide groups including process improvement projects and continues readiness.
Evaluates, processes, and/or makes recommendations for effective organizational changes. Performs organizational analysis for stable, traditionally structured organizations.
Analyzes service line performance data, maintains databases, and assists in preparation of quarterly performance evaluation on indicators and monitors.
Advises the Chief of OPQ in identifying service line's strengths, weaknesses, opportunities, and threats, and develops and implements plans for improvement.
OPQ Program Participation:
Participates in OPQ tasks and projects to promote the mission and vision. Tasks and projects include but are not limited to root cause analysis, participating in investigations and report of surveys, process improvement, and Systems Redesign projects.
Develops organizational strategies or studies to identify opportunities to improve customer service and processes.
Identifies areas requiring further analysis and recommends discrete protocols that might be opportunities for applying standard quality improvement techniques. All finders are presented to the team, as well as clinical and administrative leadership.
Responds to specific inquires for data management information from a variety of individuals at various levels within and outside the organization.
Utilizes a variety of automated and manual processes to organize and analyze information. To include designing and assembling database tables that are accurate and relative to the collected information and identifying comparative benchmarks. Ensuring key analytical projects are delivered within stipulated time frames.
Develops and recommends program changes that improve short- and long-term performance, at multiple levels of care.
Responsible for ADPAC duties including onboarding requests for access to programs for new and existing employees and troubleshooting hardware and software issues.
Administrative Duties:
Studies, analyzes, and evaluates various recurring and nonrecurring reports from VA facilities to improve the productivity, effectiveness, and efficiency of administrative support functions and work operations.
Provides a broad range of administrative and analytical support in preparing reports and policies in support of organizational functions. Maintains records, prepares project statistical reports, assures compliance with review process, and monitors compliance with program requirements.
Contributes to the professional growth and development of effective teams and individuals on the team and ensures that staff is trained in Quality, Safety, and Value principles and technical uses.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluating, processing, and/or making recommendations for effective organizational changes. Utilizing qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs. Pulling reports and statistical data. Creating and designing training materials and other materials to convey program information. Participating in investigations and report of surveys, process improvement, and Systems Redesign projects. Researching and performing detailed analysis of national programs and policies to determine the impact on local operations and advises management on best practices. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. Physical Requirements: No special physical exertion is required other than walking to and from various building on campus. The work is primarily performed while sitting though some work requires periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meeting, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, laptops, supplies, and paper. The incumbent will be required to move wheeled tables and chairs as needed for training or conferences.
