Duties
Typical work assignments include:
Analyzes requests for CISA records under the guidance of the Senior FOIA Analyst.
Coordinates with the Senior FOIA Analyst and the requester as necessary to perfect requests.
Reviews records to make release and withholding determinations while applying the statutory guidance.
Coordinates referrals and consultations with other entities as necessary and tracks same.
Ensures compliance with the provisions of current FOIA and disclosure law and regulations.
Ensures proper and timely responses to FOIA and PA inquiries.
Compiles data as necessary for agency leadership.
Participates in agency meetings concerning FOIA, PA and other access programs.
The incumbent is responsible for resolving conflicts and problem cases.
Ability to prepare written reports based on analysis and research of data and appropriate to Privacy Act Request or FOIA activity or program studied.
Knowledge of computer software to manage databases, create spreadsheets and extract information to present data in a variety of formats for briefings.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
Creating, maintaining, and tracking agency correspondence with requesters, records holders, subcomponents and other Federal, State, Territorial and Local (SLTT) entities as required.
Preparing written reports based on analysis and research of data and appropriate to Privacy Act Request or FOIA activity.

OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution that included major study in a field that demonstrates the knowledge, skills, and abilities necessary to complete the tasks of this position.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Interpreting FOIA statutes, Executive Orders, the Code of Federal Regulations (CFR), the United States Code (USC) and the Federal Register guidance.
Creating requester profiles and requests in the FOIA tracking system utilized by an organization.
Reviewing records to make release and withholding determinations while applying the statutory guidance.
Making withholding determinations and exempting information from disclosure as necessary by the application of the FOIA and Privacy Act Exemptions.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in ???????a field that demonstrates the knowledge, skills, and abilities necessary to complete the tasks of this position.

You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Interpreting FOIA statutes, Executive Orders, the Code of Federal Regulations (CFR), the United States Code (USC) and the Federal Register guidance.
Consulting with Senior FOIA Analyst and agency legal offices when questions concerning records, statutes, and the applicability of FOIA Exemptions.
Developing search terms, determining probable location of responsive records, coordinating with sub-components and record holders to execute searches for responsive records.
Evaluating requests for records to determine if the request is perfected.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 level.
