This position is located at Bureau of the Fiscal Service, Office Of The Chief Financial Officer. As a Management & Program Analyst (Enterprise Risk Analyst), you will perform, support, and advise on advance risk management analysis including the development and enhancement of analytical tools and methodologies.
Duties
As a Management & Program Analyst (Enterprise Risk Analyst), you will:
Develop and enhance the Enterprise Risk framework, policies and procedures that govern the Enterprise Risk Management Program and associated activities.
Capture, monitor, and analyze operational risk events to core operations and programs, which includes: key risk indicator collection, key performance indicator collection, analysis of financial internal controls, scenario analysis & stress testing; control risk assessment, and development of executive level operational risk dashboards.
Provide coordination of the Risk Committee, Risk Advisory Council, and Enterprise Risk Management Working Group, including analysis of external event data, scenario suggestions, leading forward looking discussions, and coordinating business inputs to provide to the Risk Committee to present a portfolio view of significant risks facing Fiscal Service.
Prepare comprehensive, well-written, concise, illustrative reports and executive dashboards to capture conclusions and key findings resulting from risk assessments, analyses and recommendations for senior officials.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience performing risk assessment to enhance outcomes at the project, program or enterprise level.
Examples of such experience could include:
-Conducting risk assessments which identified operational weaknesses and which were used to improve operations in the organization; OR
-Scenario planning or financial modeling which was used to identify risks to performance, compliance, or operations as part of an improvement effort within the organization; OR
-Identifying risks as part of strategic planning or project planning and helping resolve those risks during the lifecycle of the strategic plan or project; OR
-Creating or assisting in creating a framework for enterprise risk management which applied a standard framework (i.e. COSO, ISO 31000, etc.) to a specific organizations needs for managing risk.
