This Direct-Hire position is in the Food and Drug Administration and is located in the Center for Veterinary Medicine (CVM), Office of New Animal Drug Evaluation (ONADE)/Division of Generic Animal Drugs (DGAD). The mission of the Center for Veterinary Medicine (CVM) is to protect human and animal health.
Annual leave for non federal service is authorized.
Duties
Responsibilities at the GS-12 grade level:
Applies veterinary medical science concepts and practices to obtain and interpret relevant clinical and scientific data and histories of affected animals.
Evaluates data and information from a variety of sources to dictate bioequivalence of marketed or animal drugs, foods, and devices as well as identifies, validates basic causes of inequivalence, predict problems, and suggests courses of action.
Completes scientific reviews of submissions taking into account pertinent science, law, regulation, and policy with oversight from the supervisor.
Advises on veterinary medical issues related to animal drugs, foods, devices, laws, regulations, and policies as well as scientific research and industry developments in veterinary medicine, animal nutrition, and related fields.
Explains results of scientific analyses related to veterinary medicine and discusses implications with stakeholders under the direction from the supervisor.
Responsibilities at the GS-13 grade level:
Serves as a technical authority in veterinary medicine and advises CVM staff, FDA staff, and other relevant parties on veterinary medicine and public health policies, regulations, and procedures that impact animal drugs, foods, and devices.
Uses veterinary medical science principles and practices to review the quality, clinical, scientific, and data in support of animal drugs, foods, devices, and provide recommendations and guidance to organizations, scientists, and regulated industry.
Evaluates data and information from a variety of sources to dictate bioequivalence of marketed or animal drugs, foods, and devices as well as identifies, validates basic causes of inequivalence, predict problems, and suggests courses of action.
Advises on veterinary medical issues related to animal drugs, foods, devices, laws, regulations, and policies as well as scientific research and industry developments in veterinary medicine, animal nutrition, and related fields.
Explains results of scientific analyses related to veterinary medicine and discusses implications with stakeholders under the direction from the supervisor.

Qualifications
The position of Veterinary Medical Officer falls under the 0701 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 02/09/2024.
Basic Requirements: Veterinary Medical Officer, GS-0701
A. Degree: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA).
OR
B. Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education must meet one of the following requirements:
Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG).
Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the AVMA Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g., residency or graduate program).Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:
Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE;
Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, and 6.0 in writing; OR
Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimum overall band.
AND
Minimum Qualifications: In addition to meeting the Basic Requirements described above, applicants must also meet either the specialized experience, education, Residency/post Graduate Training Program, or Board Certification requirements as stated below.
GS-12: Applicants must possess one year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Practicing veterinary medicine or providing advice on veterinary medical issues/topics. OR
Researching information related to the properties and use of new animal drugs used in veterinary medicine.
OR
Have a Master's degree in an area of specialization, including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position.
OR
Have successful completed two years of an internship, residency program, or fellowship training program in a discipline related to the position.
GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Advising on laws, regulations and/or policies related to the regulation and/or approval of veterinary drugs; OR
Practicing veterinary medicine or providing advice on veterinary medical issues/topics; AND
Reviewing scientific documents or data including clinical data such as clinical pathology results, radiology results, bloodwork, histopathology, etc. related to veterinary medicine.
OR
Have a Ph.D. degree in animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or related sciences.
OR
Have successfully completed of three years of an internship, residency program, or fellowship training program in a discipline related to the position.
OR
Have successfully completed of all requirements for Diplomate status in an ABVS-recognized veterinary specialty organization.

FOREIGN EDUCATION
Applicants using part, or all of their education completed outside of the U.S. to meet the qualification requirements, must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. We will only accept the completed foreign credential evaluation.
To be acceptable, the foreign credential evaluation must include/describe at a minimum, the following information: (1) The type of education received by the applicant; (2) The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Evaluation Standards Council; (3) The content of the applicant's educational program earned abroad, and the standard obtained; (4) The status of the awarding foreign school's recognition and legitimacy in its home country's education system; and (5) Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of the evaluator, and any indications as to other problems such as forgery.
Note: Some positions require the completion of specific courses or a specified number of credit hours. Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
