This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC). The FPAC Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest landowners for crop insurance, conservation programs and technical assistance and credit and commodity programs, and disaster programs. The incumbent provides advice/support to management/program officials on the interpretation of regulations and guidelines and their application to problems.

Duties

Conducts reviews and analyses of FPAC (Farm Production and Conservation) functions/programs. Participates in studies to analyze issues of effectiveness, efficiency, and productivity affecting administrative and business programs across FPAC. Participates in planning sessions and discussions of innovative ways to carry out assigned programs and new programs. Assists with researching and identifying program concepts and techniques. Serves as an FPAC representative on inter and intra-agency committees to support Department-wide initiatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience: GS-5: To qualify for the GS-5 level, you must possess three years of general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service, which includes: (1) Performing day-to-day administrative tasks such as maintaining information files, processing paperwork, developing constructive and cooperative working relationships with others, and maintaining them over time. Substitution of education in lieu of specialized experience 4-year course of study leading to a bachelor's degree OR Combination of Education and Experience: : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Transcripts MUST be submitted with application. GS-7: To qualify for the GS-07 grade level, you must possess at least one year specialized experience equivalent to the GS-5 level or higher in the Federal service , or comparable experience not gained through federal service. For this position, specialized experience is defined as: (1) Providing advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems. (2) Duties involving management surveys, organization studies, management improvement, management counseling, and attends meetings with management to discuss information relating to findings and conclusions. OR Superior academic achievement in a bachelor's degree a curriculum directly related to the work of the position. To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a related discipline, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society; OR Education Substitution: (1) one year of graduate-level education in related subject areas of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Transcripts MUST be submitted with application. GS-9: To qualify for the GS-09 grade level, you must possess at least one year specialized experience equivalent to the GS-07 level or higher in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as: (1) Applying a wide range of principles, theories, processes of management with a high degree of resourcefulness, ingenuity and inventiveness to a variety of studies, investigations, and assignments; (2) Gathering information, identifying and analyzing issues, and developing recommendations to resolve problems of effectiveness and efficiency of work operations in a program support setting. OR Substitution of Education in Lieu of Specialized Experience: Possess two years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree OR LLB., or J.D. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
