This position is located in Immigration Records and Identity Services, National Records Center, Immigration Information and Integrity Branch. As a Supervisory Program Manager, you will provide oversight of complex, evolving, and diverse functions and ensure organizational goals essential to the direction and operation of USCIS are achieved.

Duties

Oversee the planning, direction, budget, resources, internal controls, performance measures, and execution of a major programmatic and/or critical program for which the scope and effect have department or government wide impact. Formulate, manage, and approve strategic objectives, priorities, and short and long term plans, goals, and objectives to meet agency's mission; capitalize on opportunities, as well as manages risks. Direct all HR and EEO programs for subordinate employees to include: recruitment, selection, promotion, training, awards, discipline, and evaluating performance; practice sound position management in assigning work, determining position allocation. Develop and determine innovative approaches to solve complex problems, internal controls, budget issues, and policy and procedures. Manage, justify, propose, or negotiate projects/programs through briefings, presentations or meetings with stakeholders, high-ranking officials and top level management in order to build support, resolve issues, or respond to inquiries or complaints.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/15/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/15/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Managing a professional, technical, or administrative program or program segment that has national, governmentwide, regional or multi-state impact; Providing expert advice on program issues to officials within the organization and/or to contractors; Leading a work environment that motivates, develops and challenges employees to make effective and efficient use of available resources and achieve objectives; Supervising, planning and assigning work of subordinate staff, and implementing at least three of the following: EEO policies, employee discipline, performance management, recruitment and selection of staff, training, budget, and/or resolution of complaints and grievances; Establishing, documenting, presenting and defending program level requirements and justifications as a Program Manager.
