This position is in the Office of International Affairs (OIA), Global Strategies and Negotiations Division (GSN), Cross Border Negotiations & Treaty Compliance Branch (CB Branch), Federal Communications Commission (FCC) located in Washington, DC.

Duties
Incumbent serves as a senior Electronics Engineer in the CB Branch. The CB Branch directs and coordinates, in consultation with GSN, OIA, other Offices and Bureaus, and other U.S. government agencies as appropriate, Commission negotiations with Mexico, Canada, and other countries, on international agreements or arrangements and the use of radiofrequencies. These agreements or arrangements provide the technical requirements and procedures for the bilateral coordination of radio frequency assignments to register US and foreign assignments and to prevent or resolve radio interference involving U.S. and foreign licensees. Incumbent functions as a senior electronics engineer using his/her recognized expertise in engineering matters relating to spectrum-based services. In particular, incumbent serves as an expert on international frequency coordination matters, such as AM broadcasting and International High Frequency Broadcasting, interference analysis and coordination of spectrum assignments, and demonstrates an understanding of FCC and the ITU Radio Regulations.

B. Specialized Experience
GS-15
Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, examples of specialized experience includes the following:
1. Experience demonstrating expertise in engineering matters related to spectrum-based services such as terrestrial wireless and broadcast services.2. Experience analyzing technical operation, coordination and advising on engineering matters.3. Experience developing technical proposals, assessing electromagnetic interference, and formulating technical solutions.4. Experience drafting technical solutions for complex engineering matters and speaking at conferences or meetings.5. Experience negotiating as a technical expert on the development of solutions to highly complex engineering and interference problems.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
Mastery of engineering concepts, theories, and practices, regarding telecommunications issues
In-depth knowledge of frequency bands requiring radio frequency coordination
Ability to resolve complex telecommunications engineering issues
Ability to negotiate treaties and agreements between U.S. and foreign governments on issues involving international telecommunications facilities and services to resolve complex cross-border interference issues
Ability to serve as an advisor to senior leaders on complex engineering, technical, and engineering policy matters
