This position is located at the Indiana Dunes National Park in the Visitor and Resource Protection Division and serves as a Lands Protection Specialist, reporting directly to the Chief Ranger.
Duties
Detection, investigation, apprehension, and prosecution under applicable laws, rules, and regulations enacted to ensure the protection and safe use of National Park resources.
Conduct encroachment and land use investigations requiring real property and land use knowledge.
Serve as the Park's Lands Protection Specialist and subject matter expert in all lands program matters including easements, right of way, and boundary issues.
Implement and manage a long-term land protection program where encroachment and land issues are common and can be politically sensitive and/or controversial.
Physical Demands: Work will be of both sedentary and active in nature. Long periods of office work may be followed by similar long periods of very demanding field work under quite arduous conditions. Office work occasionally requires long hours of desk work and can be stressful in that the incumbent is often faced with short deadlines and conflicting priorities. Must be able to lift 50 pounds. Duties involve performing physically rigorous assignments, often times in isolated outdoor environments, frequently while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing. Criminal investigations often must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition.
Working Conditions: Work environment is office work with some field work. Work is performed at various hours of the day and night and for prolonged periods during emergency situations. Incumbent is frequently exposed to high-risk and potentially dangerous situations in law enforcement/emergency types of situations requiring use of a wide range of personal protective gear (which may be uncomfortable, hot, or inconvenient to wear), adherence to specific safety procedures, and other precautions. Long periods of surveillance work may be required in cramped, or unpleasant locations and under unpleasant conditions. Incumbent is required to operate motor vehicles of various types, may be required to fly in small fixed-wing or rotary-wing aircraft, and may be required to operate and/or ride in small watercraft. May be required to travel up to 20% of the work year. Required to meet and maintain the physical/medical standards set forth by D.O. #57.
Qualifications
All qualifications must be met by the closing date of this announcement-02/16/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position. See the "Additional Information" section for more information.
Applicants must possess a FLERT issued Land Management Police Training (LMPT), full Level I Law Enforcement Commission or equivalent at time of application, which requires successful completion of an approved Law Enforcement Training Program.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GL/GS-09 level in the Federal Service. Examples of qualifying specialized experience includes law enforcement, investigative work, emergency medical services or other similar duties involving the protection, conservation, or management of park areas; program specialist work involving the implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. Equivalency to the GL/GS-09 level may be demonstrated by performing tasks such as contributing to the development and implementation of law enforcement short and long-range goals and program requirements; writing and validating law enforcement action plans and standard operating procedures; helping prepare contingencies for unplanned and emergent incidents; or similar work with a similar level of responsibility. You must include hours per week worked.

EDUCATION: I have a Ph.D. or equivalent doctoral degree or successfully completed at least three full years of graduate level study leading to such a degree at an accredited college or university in related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
