The primary purpose of this position is to serve as the Technical Division Chief within the Program Management and Integration Directorate (AFNWC/PI). Duties and responsibilities include management and oversight of major Military Construction (MILCON) acquisitions, related integration, and advocacy for infrastructure in the AFPEO/SS and AFPEO/NC3 portfolios. These portfolios include nuclear weapon system storage and maintenance facilities for ICBMs, cruise missiles and bombs, and Nuclear Command, Control and Communications (NC3). A key MILCON focus area will be design and construction of seven new Weapons Generation Facilities (WGF) integrated with security systems, facility equipment and required to meet detailed nuclear certification requirements IAW AFI 63-125. Manages and supervises eight or more AF civilians and/or military personnel; sets expectations and provides guidance for stakeholders and contractor support personnel. Candidates should have demonstrated experience in working effectively at the GS-15/O-6 levels across multiple agencies within DoD. These range from installation-level, to AFMC Centers and Major Commands (MAJCOMs), and up to Headquarters Air Force. Candidates must have the ability to communicate effectively and willingness to make presentations to senior leaders and at small groups/Technical Interchange Meetings (TIM). Periodic Temporary Duty travel to various locations may be required for this position. The candidate must possess experience with Microsoft Word, PowerPoint, Excel. It is desirable for the candidate to have 10 years of construction and MILCON experience, ideally above the wing level, as well as experience developing and documenting technical facility requirements using the DD Form 1391 process. Construction engineering experience with AFCEC, USACE and/or NAVFAC is highly desired. DUTIES: Exercise supervisory personnel management responsibilities at least 25% of the time. Plan work to be accomplished by subordinates, sets and adjusts short and long term priorities, and prepares schedules for completion of work. Manage the design Nuclear Certification Manager (NCM) for WGFs and manages related design reviews, contractor submittals and Requests for Information (RFI) reviews. Provides review and recommendations to infrastructure proposals for WGF projects. Serve as a technical subject matter expert for design and construction engineering issues within AFNWC. Serve as a consultant and expert in engineering work involving the application of advanced theories, concepts, and principles related to development or sustainment of systems related to MILCON. Provide expert advice to senior colleagues and / or agency officials responsible for broad program operations. Chair the AFNWC Facilities Requirements Board and supervise the facility manager for AFNWC facilities located at Kirtland AFB. Collaborate with facility acquisition project teams such as AFGSC, AFCEC, USACE and key stakeholders regarding MILCON planning and design charrettes. Support technical reviews of critical documents and designs. Manage multiple efforts to develop technical requirements, acquisition strategies, identify contract vehicles, and execute plans with cost, schedule, and performance constraints. Prepares and justifies cost estimates and budget plans to support DoD Planning and Programming Cycles and Program Objective Memoranda development. Provides support to leadership on policy recommendations and strategic planning. Defines and develops new data collection and analysis processes related to testing. Collaborates with diverse organizations and their leadership and project teams to provide informational presentations based on data-trend findings. Responsible for establishing, managing, and reporting on program baselines for cost, schedule, and performance to deliver required capabilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs/projects of marked difficulty, responsibility and significance. 2. Knowledge of the mission, roles, functions, organization and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence acquisition of Military Construction (MILCON) facilities, their development, and/or sustainment; and related knowledge of planning, programming and budgeting cycles, financial systems and restrictions on expenditure of funds. 3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting unique Air Force nuclear weapon related MILCON facilities being developed, and in planning, organizing, and directing the functions and staff in critical aspects of acquisition and sustainment. 4. Knowledge of safety, security, personnel management, and supervisory responsibilities including EEO regulations, practices and procedures 5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of stakeholders and their organizations as well as communicating effectively, both orally and in writing. Highly Desired Skills and Abilities Experience with or knowledge of how AFIMSC/AFCEC operate, experience in the Civil Engineering career field and the MILCON/UMMC priority process. 6 or more years of experience using principles of systems engineering, civil engineering and/or facilities engineering. Experience in executing analytical studies of complex systems with strong ability to gather, assemble, analyze and interpret data and results to provide support to decision makers. 4 years MILCON experience above the wing level highly desired. Professional Engineer (PE) licensure. Knowledge of applicable building codes, military engineering standards and governing documents. Ability to understand and interpret technical documents, engineering drawings, and project schedules.
