Duties

This position serves as a Lead Land Law Examiner (Minerals) for the Green River District. Serves as the lead for minerals adjudication group in the division of Lands and Minerals. Ensures workload is balanced amongst employees and recommends adjustments as needed. Trains and arranges trainings for employees and works on techniques for team building. Provides advice to other examiners and upper management on laws regarding minerals adjudication functions. Adjudicates complex cases (mineral leasing and mining law) referred for final examining and decision. Performs adjudication actions in geothermal resources leasing, coal management, mineral materials, disposal, multiple use mining, mining claims, land use and drill permits and oil and gas leases. Prepares written proposed rules, regulations, manuals, policies, procedures and other issues impacting operations of lands, oil and gas, minerals and mining law adjudication.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Lead Land Law Examiner (Minerals). Qualifying specialized experience includes: preparing leases, permits, grants, and other documentation; utilizing public land laws or mineral laws while maintaining and adjudicating cases; adjudicating complex and controversial cases which may include, title evidence, mineral leasing, mining law, land status issues, title restrictions or withdrawals; leading a team by assigning duties and reviewing the quality and timeliness of those assignments; and utilizing the Automated Fluid Minerals Support System (AFMSS) and other data systems applications, such as Mineral & Land Records System (MLRS), to collect, enter, manipulate, update data according to prescribed Bureau and program standards. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree or LL.M. in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is predominately sedentary although there is some walking, stooping, and bending involved when searching for records. Work Environment: The work is performed in a typical office setting.
