About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13.
Duties
Plan, implement, manage, evaluate IT support projects and their associated requirements and risks.
Apply system architecture principles to develop and manage technical requirements.
Coordinates the management of overall facility physical resources.
Design and implementation of new requirements and modifications to existing software, including both fielded software and software under development.
Provide plans, coordinates, installs, and continuously analyzes system design, hardware and software.
Provide IT advice, and assistance to customers who manage the development, production, and sustainment of warfighter communications systems.
Participate in system software and database management issues.
Manage reports or contractual documents for distribution.
Provide advice and/or participate in the development of policies and procedures.
Promotes environment of cooperation and teamwork.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 36 months of entrance on duty.
- The duties of this position may require that the incumbent periodically travel (sometimes on short notice) to worldwide locations, using the fastest mode of transportation available.
- Incumbent must be able to obtain a passport with no travel restrictions.
Qualifications
Position Details: The Software Engineering Center (SEC) Command, Control and Communications-Tactical Directorate (C3T) Communications and Network Division (CND) Radios SATCOM Branch is seeking a highly responsible, team-oriented individual with a strong work ethic to serve as the Subject Matter Expert in support of PdM SATCOM of the Global Rapid Response Information Package (GRIPP) program as the Project Lead.
Position will be filled as a term appointment NTE 5 years. Term appointments may be extended up to a maximum of eight years. Employees on term appointments will be separated at the end of the term appointment date if the Not-to-Exceed (NTE) date is not extended.
Permanent employees who accept term appointments will not have placement rights to the previously held permanent position at the end of the term appointment. Employees on term appointments will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
May be converted non-competitively to career-conditional or career appointment.

In addition to the competencies, one year of specialized experience equivalent to the next lower grade level (NH-02/GS-11) in the Federal service which includes: 1) Analyzing software used in an organization for interoperability and configuration integrity to include software used in the field; 2) Supporting an Agile acquisition development environment to include implementing Automation and DEVSECOPS; 3) Providing direct war fighter support through software development support for Small Form Factor tactical systems and backend gateway architecture; and 4) Creating documentation for software releases and development to include management of the created documentation.
