THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS MANAGER, Position Description Number PDT5909100 and is part of the MA ARNG G6, National Guard. This is a Non-Bargaining Unit position. Duties
1. The incumbent directs the provisions of the telecommunication activities in support of widely dispersed professional, technical, military and support personnel. As branch manager, the incumbent has the responsibility for all aspects of statewide contracting, acquisition and management of telecommunication networks, systems, services, and equipment, both leased and government owned. Incumbent develops, prepares, and administers all concepts, policies, and procedures required to manage telecommunication resources and requirements. The incumbent may delegate the responsibilities of the branch through a support staff of telecommunication specialists. Working from broad policies and objectives, develops short and long range plans and projections of telecommunication needs. Develops and implements policy and procedures to timely accomplish requests for service. Acts as point of contact for interpreting, resolving ambiguities, and expanding definitions pertaining to policy and procedural matters in support of activities on a statewide basis. Develops, designs, engineers, contracts, and manages telecommunication network systems, services, and equipment, both leased and government owned. This includes preparing telecommunication equipment specifications; Statements of Work; Requests For Service (RFS); conducting the Management Evaluations (ME); preparing and processing Telecommunication Service Requests (TSR); pricing and determining the cost effectiveness of requirements; certifying availability of funds; programming and managing the telecommunications budget; application of charge back and reimbursable procedures; determining lead times and establishing service dates; determining technical feasibility and compatibility of requirements. Incumbent submits in-effect reports to the US Army Information Systems Command (USARCO); manages customer accounts; automation and database management; performs and reports Annual Review and Revalidation (AR&R); requests Telecommunication Service Priority (TSP) for circuits requiring priority restoration; issues Commercial Communication Work Orders (CCWO); and assures adequacy of Maximum Limits Telecommunication Service Authorizations (ML-CSA).
2. Incumbent serves as a Contracting Officers Representative (COR) for the state/installation Contracting Officer on all telecommunication issues. Serves as technical specialist during initial analysis, procurement, and installation of telecommunications equipment. Monitors and evaluates Contractor's performance and informs the state/installation contracting officer. Maintains extensive contacts and establishes a personnel rapport with military and commercial telecommunication carriers, vendors, NGB, and US Army Information Systems Command to procure services, coordinate projects and expedite actions as necessary. Possesses and maintains in-depth knowledge of analog and digital telecommunication systems. Engineers and re-engineers, all telecommunication wiring and systems for new and remodeled installations. Establishes telecommunication standard requirements for all new or remodeled facilities. Keeps abreast of trends in private industry as well as other government agencies for analysis of requirements and the design of systems. Maintains continuous status of state-of-the-art advances in equipment and telecommunications software and recommends changes to state/installation architecture as appropriate. Compares requirements to Command Information Systems Plan (ISP) and Information Management Plan (IMP) to determine if the plans will meet customer needs or can be adapted to meet requirements and ensures consistency with the state architecture. Develops recommended changes to architecture to meet changed or new requirements. Develops resources estimates (i.e., money, equipment manpower and time) required to support requirements. Coordinates criteria for those systems which include both automation and telecommunication systems software/ hardware. Directs/conducts field studies of installation activities to investigate the possibility of adapting existing equipment/systems to meet new or changed requirements.
3. Analyzes technical and systems solutions to information requirements that consider all information management technologies, architecture, interoperability, interfaces, protocols, expansion potential, and overall end-to-end compatibility. Conducts annual review of threats and vulnerabilities to assess risks and recommends such measures which are appropriate to protect telecommunication facilities assets from damage, destruction, alteration or misappropriation. Generates, issues, and controls access authorization of personnel who require access to telecommunication facilities, to include contractors and maintenance personnel.

Qualifications
AREA OF CONSIDERATION: Open only to current on-board technicians of the G6, Massachusetts Army National Guard.
SPECIALIZED EXPERIENCE: Must haveat least one year of specialized experience equivalent to at least the next lower grade level (GS-11). Specialized experience includes experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
