Duties
The major duties of the Student Trainee (Engineering Technician) position include, but are not limited to, the following:
Receives instruction designed to familiarize incumbent with functions and operations of the organization, and to provide experience in the practical application of basic engineering and/or architecture techniques and concepts associated with natural and/or cultural resources, and other physical assets.
As a trainee, performs duties that are designed to orient the employee to National Park Service programs, and is provided training in the basic concepts, regulations, policies, guidelines, and practices associated with natural and/or cultural resources, and other physical assets.
Assignments are designed to provide experience in the application of principles, procedures, and work techniques to actual operating situations.
Accompanies and observes higher-graded employees and/or the supervisor in their presentation of briefings, lectures, multi-media shows, etc. Assists in complex presentations and may be required to conduct simple presentations.
Researches technical reports or other documents to obtain information for higher graded technicians or professionals. Assists in the preparation of graphs, charts or tables for use by others. Applies basic formulas to routine calculations. May be required to draft text for inclusion in documents.
Travel to park sites to collect data and samples, take measurements and photographs, conduct surveys, attend meetings, inspect facilities and/or construction activities.
Inputs compiled data into Facility Management Software System (FMSS) as applicable. Performs cost estimates using Cost Estimate Software System (CESS).
Provides assistance to project teams for architectural and engineering task orders; duties may include collection of government provided data and materials for task orders, researching files, correspondence, previous studies, topographic surveys, etc.
Qualifications
All qualifications must be met by the closing date of this announcement-02/16/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.
To qualify for this position at the GS-04 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: Successful completion of six (6) months of general work experience AND six (6) months of specialized work experience. General work experience is any type of work that demonstrates the ability to perform the work of the position, or experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: 1) Prepare drawings and presentation documents for architecture and engineering, and/or construction project; and 2) Utilize AutoCAD program to produce design documents including layout plan, planting plan, grading plan, and construction details. You must include hours/week worked on your resume.

EDUCATION: Successful completion of at least two (2) full academic years above high school or an associates degree that included at least 12 semester hours in any combination of courses such as: civil engineering, environmental engineering, mechanical engineering, electrical engineering, or other engineering discipline(s) equivalent to the aforementioned. You must include transcripts.

Successful completion of a combination of experience and education as described above that when combined equal 100% of the qualification requirements. For example, 1 full year of education (50%), and 6 months of specialized experience as defined above (50%), equals 100% of the qualification requirements. You must include transcripts and hours/week worked in your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
You will NOT be considered under Pathways unless you provide supporting information from your school. Documentation may be provided in letter format from your academic advisor, school counselor, admission office, etc. to prove enrollment OR it may be provided in the form of several official documents from your school such as a copy of your official transcripts and a copy of your class schedule for next semester. Copies of documents from your school website are acceptable if they contain all relevant information as listed above. Letters from advisors or other school officials must be on school letterhead.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
