The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats

Duties

Lead NCBC's Research, Development, and Integration (RDI) staff as the RDI Group Chief who reports directly to the Office of Advanced Capabilities Deputy Assistant Director. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Apply expert knowledge of Federal Acquisition Regulations and Economy Act processes and procedures to perform RDI budget formulation and execution functions. As the RDI Group Chief, provide alternative approaches and execution strategies for the RDI program, establish requirements, and allocate funding to establish priority objectives, address projected threats, estimate costs, risks and tradeoffs, and identify/minimize resource constraints. Engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans, and make recommendations for improvements. Prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior U.S. Government officials. Nurture collaboration across ODNI, the IC, U.S. Government, and industry partners through site visits and other outreach efforts to maintain an effective, agile counterproliferation and biosecurity R&D capability. Organize and lead group processes to evaluate differing technical proposals and trade-off requirements, costs, schedules, and practical impacts. Lead in-depth, detailed analysis and evaluation of RDI investments to independently document resource utilization, efficiency, productivity, impact, and cost effectiveness. Coordinate project execution and ensure good expenditure rates by performers. Track project compliance with programmatic guidance to ensure timely completion and closeout. Lead internal knowledge management and external dissemination of research findings to appropriate audiences. In addition, oversee the RDI collaboration website to facilitate communications and situational awareness among RDI stakeholders. Ensure education and training on RDI program processes are made available to all stakeholders. Lead development of RDI policies, missions, plans, and capabilities, ensuring linkage to NCBC priorities, campaign goals, and overarching National Intelligence Strategies. Analyze and evaluate (on a quantitative/qualitative basis) the effectiveness of current and planned NIP investments in meeting established IC goals and objectives. Evaluate and advise on organization, methods, procedures, and resources (NIP and MIP) programs. Approve/reconcile invoices from other government agencies that support the RDI program via Economy Act orders.

Technical competencies associated with advanced and applied technologies and capabilities in support of the counterproliferation and biosecurity mission. Ability to design and lead efforts in synchronizing and coordinating the implementation of complex plans and programs. Superior ability to develop effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, U.S. Government, and industry, and character to earn their confidence and trust. Superior ability to exercise independent judgment on time-sensitive issues, to perform multiple tasks and assignments, and to change focus quickly as demands change. Excellent interpersonal, networking, communication (written and verbal), and analytical skills required to effectively manage competing priorities while adhering to strict guidelines; and ability to work effectively, independently, and in a team or collaborative environment. Superior ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Working knowledge of IC and U.S. Government programs and activities related to biosecurity and countering WMD. Superior experience in planning, leading, and completing multifaceted projects with many stakeholders who sometimes have competing equities. Superior leadership, program management, analytic, and critical thinking skills, including superior ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC. Expert knowledge of IC organizations' missions and policies necessary to support U.S. national security and foreign policy interests. Experience examining program/project successes and challenges and making expert recommendations to improve products and services; superior ability to correct performance shortfalls and prioritize customer needs. Working knowledge of Federal Appropriations Law and the Economy Act. Qualifications: Bachelor's degree in a field related to business administration, intelligence, political science, program planning and evaluation, national security; Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in field related to intelligence, political science, program planning and evaluation, or national security. or Combination of education and experience: 10 years cumulative experience addressing program management, financial management, strategic planning, systems analysis, evaluation techniques, performance management, business administration, intelligence mission management, or related subjects; or an equivalent combination of college-level education, training, and experience that provided professional expertise in program management, financial management, strategic planning, systems analysis, evaluation techniques, performance management, business administration, intelligence mission management, or related subjects. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
