Duties

Recognized as an Agency-wide expert in managing, coordinating, or administrating markets programming in a humanitarian assistance or early recovery, risk reduction, or resilience (ER4) context from headquarters or field-based locations. Provides expert advice, guidance, and support to Missions, non-governmental organizations, the private sector, host countries, and others, on technical issues regarding the design, implementation, management, and evaluation of markets focused HA. Assesses effectiveness or recommends improvement of markets program and/or operational processes encompassing difficult and diverse issues that affect aspects of HA and ER4 programming. Conducts comprehensive evaluations of ongoing markets programs to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced. Serves as markets technical liaison, including but not limited to other USG Agencies, donors, multilateral banks, implementing partners, non governmental organizations, the private sector, and others on how best to coordinate their efforts. Actively participates in markets policy formulation for HA and ER4 programming and reviews liaison activities for agency-wide markets programs. Informs stakeholders of changes in markets programs conducting briefings on major program changes.

Requirements

Qualifications

Basic Requirements: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. or Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. or Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Specialized Experience: GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:(a) formulation of instructions or policy guidance related to designing, implementing, or monitoring program or policy options to address international humanitarian emergencies, recovery, risk reduction, or resilience programs related to: Economic Recovery and Market Systems, Food Assistance, or Multipurpose Cash Assistance; and (b) serving in a leadership role on a humanitarian assistance program, or response teams to international disasters; and (c) managing the technical design, operations, coordination, learning, or monitoring and evaluation (M&E) of humanitarian assistance programs, related to: Economic Recovery and Market Systems, Food Assistance, or Multipurpose Cash Assistance. Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Selective Placement Factor: This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Selective Placement Factor: Your resume must demonstrate experience designing, implementing, managing, monitoring, or evaluating Livelihoods Restoration, New Livelihoods Development, Market System Strengthening, Financial Services, Temporary Employment, Unconditional Food Assistance, Conditional Food Assistance, Cooked Meals, or Multi-Purpose Cash programming for a civilian-based international disaster response organization. Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
