This is a Supervisory Prosthetic Staff Representative position as Chief of the Prosthetic and Sensory Aids Service (PSAS) of the North Florida/South Georgia Veterans Health System. This System includes two medical centers (one in Gainesville, FL and one in Lake City, FL) and associated clinics and veteran centers located in the System's catchment area. The incumbent will serve as the Chief as well as the subject mailer expert (SME) for various Prosthetics programs.
Duties
The Chief of Prosthetics has full management and supervisory responsibility for the PSAS program for the North Florida/South Georgia VHS. Duties are to administer, supervise, or perform work concerned with rendering prosthetic and sensory aids services to disabled patients.
This work requires the application and interpretation of laws concerning benefits available to disabled patients and of the regulations, procedures and practices based thereon and, in addition, a specialized knowledge of the medical and psychological problems directly related to the use of prosthetic devices; and a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic devices.
The administrative aspects of the work require an understanding of statistics, budgeting, contracting, procurement, human resources, the National Prosthetic Patient Database, inventory management and a knowledge of the Prosthetic national software package.
Is responsible for planning, developing and directing the work of the Prosthetic Program which includes, but is not limited to, establishing program goals and determining how the work will be accomplished within the resources available, providing written administrative and procedural directives necessary for accomplishment of the work; prepares the schedules and established the priorities for implementing and completing the assignments and projects; and assigns through subordinates when applicable, the work to be accomplished, giving due consideration to priorities, requisite needs of the assignments, and capabilities of the prosthetic activity.
Interprets and applies laws, regulations and procedures related to rendering prosthetic services as a necessary part of the medical care for which veteran patients are eligible. As a staff official, is responsible for providing the influence, motivation and persuasion which fosters the acceptance and exercise of sound management concepts, practices and innovations in the Prosthetic Program.
Managerial duties are complicated by volume, diversity, and complexity, causing difficulties in forecasting, planning, and estimating. The ·variety of services offered, the large number of vendors, and the development of new and experimental prostheses make economic forecasting, and general workload planning complicated, unpredictable, and subject to frequent revisions. Programs must be under constant review to ensure the best management of available resources.

Qualifications

BASIC REQUIREMENTS:
Citizenship. Citizen of the United States. After a determination is made that it is not possible to recruit qualified citizens, necessary personnel may be appointed on a temporary basis under authority of 38 U.S.C. 7405 without regard to the citizenship requirements of 38 U.S.C. 7402 or any other law prohibiting the employment of or payment of compensation to a person who is not a citizen of the United States. Candidates must meet all other requirements for the grade level and position concerned.
Experience and Education. Individual must meet at least one of the requirements below
Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team;
OR
Education. A bachelor's degree from an accredited educational institution AND at least 24semester hours in course work related to health care, public administration, or business. The 24semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree;
OR
Experience/Education Combination. Equivalent combinations of experience and education are qualifying.
Physical Requirements. Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers. See VA Directive and Handbook 5019.
English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part.
GRADE DETERMINATION:
Time-In-Grade Requirement: GS-13 Prosthetic Representative (Service Chief): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS12. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
Experience. At least one year of experience equivalent to the GS-12 grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to resolve complex, controversial, or precedent-setting matters.
Ability to manage specialty prosthetic services. This includes the ability to provide specialty services based on the unique needs of the patient.
Skill and ability to effectively advise senior management officials.
Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics.
Ability to supervise/manage through subordinate supervisors the activities of prosthetic representatives that have diverse functions.
Ability to establish and monitor productivity standards and production and performance priorities.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Service chiefs have full responsibility for managing and supervising all phases of Prosthetic and Sensory Aids Service operations. This is the highest level professional position, at the facility, with responsibility for the professional practice of all facility PSAS staff. Individuals at the GS-13 level are typically assigned as Chiefs at a complex facility that provide multiple specialty services such as those described in paragraph 2.g and may manage more than one facility through subordinate supervisors. The chief has full management and supervisory responsibility for the PSAS program. Service Chiefs plan, develop, organize, direct, manage, control, implement and evaluate programs for the Service. They have overall responsibility to ensure proper coordination between care delivered by PSAS and the overall delivery of healthcare within the facility. They are responsible for all supervisory functions, including recruitment and hiring, administering employee leave requests and ensuring all requests for hiring, promotions, awards and disciplinary actions are justified and carried out according to appropriate VA Human Resources policies and procedures. The Chief is a member of the senior leadership team providing advice for integrated care programs for a diverse Veteran population with multiple diagnoses, and other needs. The Chief is involved in management planning to achieve medical center, VISN, and national goals.
