THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-1712-09 TRAINING SPECIALIST (COMMAND AND CONTROL) (TITLE 32), Position Description Number D2386000 and is part of the MO 139th Airlift Wing. APPOINTMENT FACTORS: This position is a Temporary vacancy NTE one year in the Excepted Service. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT.

Duties

Plans, organizes, develops, directs, implements, evaluates and manages formal classroom training. Develops annual training plans for controllers and aircrews, which cover all aspects of command and control training. Develops different types of training to include initial, refresher, recurring, and remedial. Coordinates with HHQ and MAJCOM as needed to ensure implementation and evaluation of required training is being accomplished. Trains assigned personnel in the use of command and control related communication equipment and associated procedures. Ensures identified testable materials are adequate to achieve learning and performance objectives. Ensures controllers can achieve and maintain 90% test results in Command and Control operations and Emergency Action Message (EAM) procedures. Ensures adequate protection and procedures are in place to safeguard resources, to include the physical security of the command post, the Crisis Action Team (CAT) and critical support systems. Ensures personnel are properly trained in the use of the COMSEC materials and procedures. Serves as a key member of the CAT during operational events and briefs commander on all significant actions taken by the command post. Directs recall of wing personnel as required. Prepares and presents formal readiness briefing to the Wing Commander and Staff, IG, MAJCOM, State Headquarters and NGB. Performs other duties as assigned.

Requirements

• This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.

• Participation in direct deposit is mandatory.
• Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
• Under a temporary appointment, employment is subject to termination at any time.
• This position can be filled up to four years as long as funds are available to support it.
• In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.

Qualifications

MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion. Maximum Military Grade - TSgt (E-6) Minimum Military Grade - SrA (E-4) Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess education and validated understanding of the basic principles and concepts of this position; experience, education, or training that demonstrates your ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability. Skill in collecting and analyzing data effectively, efficiently, and accurately. The ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication. The ability to write English in reports and presentation formats. The ability to communicate orally and in writing clearly and effectively. The ability to assess body language to ensure positive response and understanding results. Skill in applying procedures and directives by reading and interpreting technical material. GS-09 SPECIALIZED EXPERIENCE: Must possess at least 12 months experience equivalent to at least GS-07. Must possess experience that demonstrates particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Basic knowledge of Air vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Knowledge of training centers, training programs, schools, and units. Basic understanding in the Air education and training policy requirements. Some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques. Knowledge of Air education and training programs in regard to their principles, and procedures. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Basic capabilities in communicative interpersonal skill applications and distance learning concepts. Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records. Some experiences as a participant and presenter during training and military or civilian conference events. Must currently hold or have held AFSC 1C351.

Education

Must possess a high school diploma or general education development (GED) diploma.
