This position is being filled under the Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates, Section 1102 of the National Defense Authorization Act for Fiscal Year 2019, Public Law 115-232.
Duties
As a FOREIGN MILITARY SALES ANALYST at the GS-0301-7/9 some of your typical work assignments may include:
Planning, reviewing and advising senior leadership of policies and guidelines ensuring compliance standards met.
Processing and maintaining official records or files of classified documents: preparing correspondence and coordinate orders for Foreign Military Sales.
Conducting quality review checks of Letters of Offer Acceptance (LOAs) to ensure the final product meets all regulatory and policy guidelines.
Completing final phase development of LOA documents from Implementing Agencies (IAs).
Participating with oversight in projects involving mathematical formulas, technical studies and data analyses requiring a high level of attention to detail.
Performing recurring assignments of limited, but gradually increasing, difficulty and complexity; analyzing and evaluating routine issues/problems that are encountered and resolves them.

Qualifications
To be considered for a Recent Graduate appointment you must meet ONE of the following requirements:
Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as four years after degree completion to apply.
In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support:
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. I have one year of experience at the next lower grade level (GS-05) in assisting with creating and maintaining files; reviewing documents for completeness and accuracy; and providing oral and written communication concisely in an office setting.
B. I possess a bachelor's degree AND I meet Superior Academic Achievement (SAA) which is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
C. I possess at least one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position being filled.
D. I possess a combination of experience and education that makes up 100% as listed on A, B or C.
You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
A. I have one year of experience in the same or similar work equivalent to at least the next lower grade level (GS-07) in providing professional level assistance in writing standard letters, technical reports, or standard operating procedures related to program, financial and/or logistics management; and tracking contracts or agreements using an automated system.
B. I possess Master or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related.
C. I possess a combination of education and experience as listed in A and B above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
