This position is located within Environment Management Service (EMS) at the Roseburg VA Healthcare System (RVAHCS).

Duties

Major duties include but not limited to: The RVAHCS Laundry Plant Supervisor is responsible for the efficient operation of the Textile Processing Facility, including the processing of all patient linens, patient personal clothing, government owned uniforms, surgical, dietary, canteen, and other specialty linen items curtains, pillows, and all other washable items for both the Roseburg VA Health Care System and the White City VA Health Care System. The incumbent works under the supervision of the Chief, Environmental Management Service, who provides general instructions, standard procedures, overall priorities and policies, and who relies on the incumbent to control work operations and to ensure adequate quantity and quality of work is accomplished, in accordance with all safety and infection control guidelines. Work is reviewed for efficient, safety, germ free environment, and economical accomplishment of assigned tasks within priorities and controls received. Is direct Supervisor for one WG-07 Motor Vehicle Operator (MVO), one WG-06 MVO/Machine Operator, one WG-05 Laundry Machine Operator, one WG-04 Sewing Machine Operator, one WG-03 Laundry Machine Operator, and four WG-02 Laundry Workers. Incumbent is responsible for the planning of weekly work schedules and sequence of operations for all Textile Care employees, establishing deadlines and priorities based on general work schedules, methods and policies. Plans use of workers, equipment, facilities, materials, and tools on a day-to-day, project-by-project, and on a week-to-week or month-to-month basis. Coordinates work with supporting or related work units controlled by other supervisors. Tracks and reports progress on work assignments; has authority to adjust assignments and to use overtime, equipment, and materials to meet schedules. Informs higher level management of the need to revise work schedules and re-estimates labor and other resource needs. Participates with superiors in initial planning of current and future work schedules, budget requests, staffing needs, equipment and supply usage, and cost estimates. Primary reporting official on the Textile Care Management Committee. Assigns work and provides technical direction; helps in accomplishing difficult work steps. Observes work in progress to anticipate and resolve problems; reassigns personnel and coordinates work among the workforce and with other supervisors to maintain progress and to meet schedules. Inspects completed work for quality and work order requirements. Reports possible or actual work delays to higher level management. Evaluates work performance of subordinates. Gives advice, counsel, or instructions to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increases the quality of the work directed. Develops performance standards. Supports and explains management programs to subordinates. Recommends performance standards and makes both informal and formal appraisals. Recommends and makes disciplinary actions, changes in standards, and the most suitable applicants for vacancies. Advises and counsels subordinates on how to improve performance and explains new work techniques. Investigates grievances and complaints, resolves them informally and notifies superiors of those of a serious nature. Assures safety and infection control practices are observed. Designated custodial official for Equipment Inventory List, to include over $2 million dollars' in facility and service equipment Participates in reviewing job descriptions for current accuracy. Maintains work reports and records. Schedules and approves leave requests for subordinates. Schedules and approvals over-time for subordinates. Incumbent oversees purchasing and tracking of assigned fund control points. Serves as liaison between hospital and laundry contractors. Maintains accountability for all linen in accordance with governing regulations. Responsible for purchasing linen and equipment; maintains budget in accordance with VA policy. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The ability to supervise numerous Laundry Machine Operators and Motor Vehicle Operators under his/her direction. Incumbent must be able to work under pressure, exercise flexibility in changing from one type of work to another with only short notice. Must possess the temperament to meet emergencies and deadlines without undue interruption of routine. Incumbent should monitor facility conditions, insuring that adequate ventilation, and a safe working environment is maintained throughout shift. Incumbent may be subject to noise, skin irritations, cuts, and bruises. Working conditions have a higher chance of sharps incidents then in other work areas of the medical center. Incumbent must be able to work with a diverse workforce while maintaining a professional demeanor. Incumbent may be required to work any established tour of duty as deemed necessary for the function of the facility. The incumbent is subject to call back during facility operations. Physical Requirements/Working Conditions: Incumbent is required to walk constantly, must climb stairs and ladders. Incumbent must be able to bend, stoop, crawl, for extended periods of time. Incumbent must be able to work with arms extended over head for extended periods of time. Incumbent must be able to lift 50+ pounds to shoulder height repeatedly. Incumbent must travel from building to building (30+ buildings on facility and 27 acres of improved grounds) in extreme weather conditions ranging from a high of 109 degrees (F) to lows in the range of -25 degrees (F), in order to direct work of the programs assigned. lncumbent's work is primarily conducted in air conditioned office or building space, but due to the physical layout of the facility, incumbent is required to travel outdoors while moving from building to building to direct the work of the programs assigned to the position. lncumbent's work requires the handling and use a variety of industrial strength cleaning chemicals, which creates a potential for exposure to hazardous chemicals, fumes, and vapors. Incumbent handles medical center waste, contaminated linen, waste receptacles, sharps containers, etc., all of which have a potential for exposure to infectious or pathological waste (as defined by CDC). Incumbent may also be exposed to carcinogenic substances because of this same reason. Incumbent operates a variety of industrial type equipment, including gasoline or diesel powered motor vehicles with weight ratings up to 2 ½ tons, aerial high lifts, pallet jacks and fork lifts, air compressors, steam generating cleaning equipment, industrial washing machines and dryers. Incumbent is exposed to a variety of loud noises generated by industrial grade equipment, i.e., industrial washers and dryers, miscellaneous types of hydraulic, steam, mechanical and electrical equipment, gasoline and diesel powered motors, etc.
