As the Supervisory Biomedical Engineer for the VA Medical Center at Pittsburgh, PA, the incumbent provides professional engineering and relevant information technology support to a complex, technically sophisticated, and complex Health Care System. This includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training, and ongoing technical support.
Duties
Support and advance patient care by applying engineering and managerial skills to healthcare technology; conducting an equipment management program that meets current Joint Commission (JC) and NFPA requirements. Duties include, but are not limited to the following:
Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements.
Responsible for new equipment purchasing including planning, budgeting, prioritizing, evaluating, and implementing/installing new equipment. Applies advanced theories, principles, concepts and practices of Biomedical Engineering to keep abreast of changes in technology and utilize that information to meet operational needs.
Effectively communicates both orally and in writing with a wide variety of individuals, including technical and professional clinical staff, to convey highly technical information.
Investigates situations which may affect or compromise efficacy of medical services.
Responsible for interpretation of technical specification, standards, and guidelines. Policies and procedures are created and modified to ensure compliance with these applicable regulating agencies.
Manages the recall and safety alert program for medical devices. Investigates incidents to assure compliance with patient safety goals, SMDA and JC requirements.
Develops directives, policies, standard operating procedures, test protocols, and test equipment for biomedical use in inspections, evaluations, calibration, and repair.
Ensures the network medical device database (NMDD) and ancillary resources are fully compliant and conformant will all HTM Program Office guidance. This requires full understanding and implementation of the Federal Information Security Management Act (FISMA) and medical device protection plan (MDPP) into the biomedical engineering program and operations.
Healthcare Technology Related Professional Services: Analysis, experimental electronics research, design, development, modification, standards and specifications, computer applications, equipment selection, and equipment testing and evaluation.
Relationship to the VISN: the incumbent is responsible for participating in VISN level committees and projects as needed.
Relationship to Biomedical Engineering Department: the incumbent has supervisory responsibility within the biomedical engineer department including performance standards, evaluations; recommendations for appointments, awards, and advancements and when appropriated disciplinary actions of subordinate engineers and program support assistant.
Has the overall responsibility for the Medical Equipment Management Program at this medical center in compliance with management goals and facility objectives.
Assesses and evaluates the needs of the biomedical engineers and program support assistant such as training, staffing and personnel matters, and makes recommendations to management for support.
Relationship to Medical Service: as a member of the designated committees throughout VA Pittsburgh, the biomedical engineer is responsible for needs analysis, budget analysis, prioritization, and is a technical expert in equipment selection.
Interacts with medical staff to prepare incident reports involving medical equipment to comply with the Safe Medical Devices Act. Participates in and helps organize investigations to gather data for these reports.
Serves as a consultant and technical expert to medical staff and medical center leadership in all areas relating to complex and specialized medical equipment. This includes equipment selection, installation, maintenance, administration, misuse, replacement, clinical problems, and quality assurance.
Ensures that Medical Equipment Management Plan and associated monitors are evaluated quarterly in terms of its objectives, scope, performance and effectiveness. Takes appropriate actions, as required to meet or exceed standards.
Relationship to Administrative Services: coordinates with human resources, fiscal, education, facilities management, environmental management, logistics, acquisitions, contracting, and other administrative services in relation to healthcare technology management needs.
Administrative Duties: the incumbent is the program official for the Medical Center's Environment of Care Medical Equipment Management Program reporting to the EOC Committee on an annual on the program's effectiveness.
Identifies, develops, and organizes maintainer training for BESS and Biomedical Engineers. Develops and supervises training of Biomedical Engineering Interns for the VA system.

Basic Requirements:
Citizenship. [Be] a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with [VA Handbook 5005, Part II,] chapter 3, section A, paragraph 3.g.)
Education and/or Experience. [The individual must meet either item (1) or (2) below to meet this requirement:
(1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR,
(2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above.]
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Biomedical Engineer (Clinical), GS-13. To be eligible for the GS-13 level applicants must have 52 weeks of specialized experience equivalent to the next lower grade level GS-12. Specialized experience can be described as but not limited to: Leading market research, technology assessments, integration planning, and implementation of both current and emerging medical technologies, managing the Health Insurance Portability and Accountability act (HIPPA), network security issues for medical systems, and information communicated across these systems, contribute to the continuing education program for clinical staff, conducting medical equipment management to healthcare standards, managing a recall and safety alert program for medical devices, developing curriculum for continuing education programs, advising clinical and administrative staff on medical technology, communicating with professional staff at various levels within an organization, managing projects for deployment of medical equipment and health information technologies.
Demonstrated Knowledge, Skills, and Abilities - In addition to the experience above, the candidate must demonstrate all of the following KSAs
i. Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
ii. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
iii. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
iv. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
v. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

Physical Requirements: See VA Directive and Handbook 5019. The position involves work that is mainly sedentary but requires some bending, walking, standing and lifting/carrying (under 15lb) of supplies, patient records, staff and patient mail. The incumbent will need to have the ability to verbally communicate and hear (aid permitted) using a telephone and must be able to type and operate computer equipment as an essential part of their position.
