The National Park Service, Visitor and Resource Protection staff are linked by the commonality of protecting people and parks. The Visitor and Resource Protection Directorate is made up of a team of 850 dedicated employees in eight primary division areas which encompass approximately 30 national programs.

Duties

The Associate Director, Visitor and Resource Protection (VRP) reports to the NPS Deputy Director for Operations and is responsible for leading the following eight national divisions that encompass 30 program areas and manages a workforce of over 850 employees: 1) Law Enforcement Security, and Emergency Services; 2) United States Park Police; 3) Fire and Aviation Management; 4) Risk Management; 5) Public Health Services; 6) Regulations, Jurisdiction, and Special Park Uses; 7) Wilderness Stewardship; and 8) Office of Public Trust. The Associate Director carries out the following responsibilities: Serves as principal advisor on protection and emergency service matters for NPS facilities, sites, natural and cultural resources, visitors, and employees; as well as establishes policies to provide security, law enforcement, protection of critical infrastructure and facilities, and protection of natural and cultural resources. Develops and implements program objectives, goals, and priorities that improve VRP strategic direction and effectiveness. Addresses potential threats to NPS sites and visitors by utilizing the balanced strategy of prevention, preparedness, detection, response, crisis management, and consequence management. Ensures communication and data networks are in place as they impact Federal security responsibilities. Organizes and leads task forces and work groups focusing on special initiatives or issues crosscutting the program functions of the VRP Directorate. Coordinates with the leadership of the Department of the Interior, the White House, FBI, Homeland Security, and other federal agencies, as well as state and local authorities, on matters involving protection, security, safety, and emergency services that impact NPS. Directs operations related to administration, including budget management and human resource management.

To meet the minimum qualifications for this position, you must show that you possess the Technical Qualifications and Executive Core Qualifications listed below. An individual's total experience and education must demonstrate the ability to perform the duties of the position. To be considered, you must submit a comprehensive narrative statement that addresses each Technical Qualification (TQ) and each Executive Core Qualification (ECQ). Applicants who do not submit a supplemental narrative statement that addresses each of these factors will not be considered. Your responses to the TQs and ECQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Mandatory Technical Qualifications (TQs) *Required Documentation*: TQs are designed to assess an applicant's experience relevant to the specific position requirements. Each TQ narrative response must 1) not exceed two pages per TQ for a total of 6 pages; 2) include specific examples of your experience, education, and/or accomplishments; and 3) address specific challenges, contexts, actions, and results. Knowledge of and experience in policy formulation, budgeting, and providing advice and guidance on a range of management and policy issues concerning law enforcement, fire management, emergency response, visitor management, wilderness, and incident management. Knowledge of applicable laws and regulations dealing with resource protection, cultural resources, archaeological sites, poaching, and the preservation of other resources of public lands. Demonstrated ability to foster good public relations with the general public, high-level officials, other law enforcement agencies, environmental organizations, and Federal, State, and local offices. Executive Core Qualifications (ECQs) *Required Documentation*: The ECQs are designed to assess executive experience and are required for entry to the Senior Executive Service. You must demonstrate exceptional leadership, managerial, and people skills; and know how to build partnerships and communicate with customers. ECQ narratives must not exceed ten pages in total. ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and implement it in a continuously changing environment. Leadership Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, Vision ECQ 2 - LEADING PEOPLE: You must demonstrate the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility ECQ 4 - BUSINESS ACUMEN: This ECQ involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management ECQ 5 - BUILDING COALITIONS: This ECQ involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating Fundamental Competencies for each ECQ: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation ECQ narratives should follow the CCAR format provided at http://www.opm.gov/ses/references/guidetoSESQuals_2012.pdf (Challenge, Context, Actions, Results). Each ECQ and TQ statement should include more than one example of relevant experience. This is a traditional method announcement, meaning qualification narratives are required. If you exceed the page limit for ECQs and/or TQs your application will not be considered. Please give a complete and detailed answer for each specific mandatory qualification demonstrating your experience. Typically experience will have been gained at or above the GS-15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Each ECQ and TQ are unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. Do not refer to your resume or application to explain your experience or your application package will be considered incomplete and will not be considered. Failure to submit a narrative statement or specifically address the mandatory ECQs and/or TQs clearly is also considered incomplete and will not be considered. As a result, you will be rated as "INCOMPLETE". If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, youonly need to submit a narrative statement covering each of the Technical Qualifications. You do not need to submit a narrative on the ECQs. SES CDP graduates must submit a copy of their CDP program certification with their package.
