The incumbent of this position serves as supervisor of the VTS motor vehicle operators and Transportation Assistants for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager, in the Business Management Service Line. This position oversees the seamless scheduling of Veterans door-to-door transportation for VA appointments.

Duties

This is a national program overseen by the Chief, Business Office (CBO) of the Veterans Health Administration. The position will be located within the Business Office NTS unit. The incumbent is responsible for assisting the Mobility Manager with daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment. Duties (include but are not limited to) Provides daily supervision and guidance. Performs the administrative and personnel management functions relative to staff support. Establishes guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system. Survey and evaluate transportation program operations to access compliance with applicable regulations, policies, procedures, and sound management practices for VTS operations, drivers and vehicle compliance. The incumbent must be familiar with timekeeping procedures, both manual and electronic and pay regulations for Title 5 employees. The incumbent must be able to identify, analyze and resolve time keeping and special pay issues that arise. Assure administrative support and clerical assistance to employees regarding leave, training, and personal issues. The incumbent is responsible for adherence to all provisions of the Equal Opportunity Program in accordance with OPM, VA regulations, and established Medical Center guidance. Provides informal feedback and can reward and discipline employees as appropriate. Exercise responsibilities in dealing with the day-to-day functions of the VTSNTP programs. Works through the Mobility manager when dealing with officials of other units or organizations or in advising management officials of higher rank. Assure reasonable equity of performance standards and rating techniques between employees supervised and assuring equity in assessment of work. Directs major program segment with significant resources. Make decisions on work problems presented by subordinate positions Serves as the review official for evaluations for non-supervisory employees. Hear and resolve group grievances or serious employee complaints. Review and approve serious disciplinary actions involving non-supervisory employees. Before making a final decision, the incumbent discusses decisions on non-routine, costly, or controversial training needs and requests with the Mobility Manager. Recommend awards and bonuses for non-supervisory employees and changes in position descriptions, subject to higher level approval. Preforms other duties as assigned. Work Schedule: Monday - Friday 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Make many decisions on a daily basis without counsel; Assigns specific projects in terms of issues or problems to be studied and sets priorities and deadlines for completing the work; Assigns workload to staff based on priorities, timeframes, and the capabilities of employees; Provides advice, counsel and instructions to employees on work and administrative matters; Incumbent interviews new employees, recommends appointments, evaluates and approves promotions, and makes judgments on reassignments based on workload. Addresses minor disciplinary measures and recommends action for more serious cases and collaborates with Human Resources Labor/Relations specialists when employee issues arise. You will be rated on the following Competencies for this position: Analytical ThinkingCustomer ServiceLead or Supervise Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, but will require some walking, bending, stooping, standing, stretching and carrying objects such as files/binders and light lifting. You may have moderately heavy lifting of item(s) weighing no more than 50 pounds, such as a box of paper. Multiple trips via walking, elevator and/or stairs to different work stations is required to communicate with other staff members. The heavy, varied nature, high volume, need for accuracy, frequency of interruptions and changing demands of the work can be quite stressful.
