The Supervisory Medical Support Assistant position is assigned to Nutrition and Food Services (NFS), Central Texas Veterans Health Care System (CTVHCS). The incumbent functions as a first level supervisor under the Clinical Nutrition Section Chief with the capacity to direct assigned employees within NFS in the management of nutrition consults, return to clinic orders, and direct scheduling requests from Veterans.

Major duties include, but are not limited to:
Employee performs a variety of supervisory administrative functions associated with patient care and treatment in one of several clinics performing a variety of medical services. Employee must acquire and maintain knowledge of all national scheduling directives and standard operating procedures, internal organizational procedures, knowledge of various facility services, knowledge of commonly used medical terminology and abbreviations, and VA acronyms and their meaning.
The Supervisory MSA is responsible for the coordination of Advanced MSA and PSA assignments and workflow found in an interdisciplinary unit. The Supervisory MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs and PSAs to provide support across interdisciplinary settings. This position assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.
Incumbent must screen/receive phone calls in a courteous and timely manner, determine the nature of requests, and provide the information desired using privacy rules and established clinic processes.
Must have a good working knowledge of the capacities and limitations of nutrition clinics and MOVE! Weight Management program offerings to properly guide the patient.
Must be able to utilize local guidance on oral nutrition supplement provision to evaluate oral nutrition supplement consults for which Veterans have failed minimum contact attempts and use their judgement and critical thinking skills to determine when additional outreach attempts are warranted and in the best interest of the Veteran.
Must have a comprehensive knowledge of and be technically proficient in the application of the laws, regulations, manual guidelines, VA and local policies and procedures, and other directives relating to the multiplicity of medical and administrative fields covered by the assigned duties. Must have the ability to apply this knowledge to the solution of program and procedural problems that arise. Must be able to quickly absorb newly passed regulations and place them into effect as required.
Incumbent is a working Supervisory MSA who performs all other duties with the staff he/she leads. The Supervisory MSA provides guidance for the GS-6 MSAs and GS-5 PSA in their particular clinics. This position is responsible to the Clinical Nutrition Section Chief for ensuring that work assignments of both him/her an NFS employees within the service are carried out by performing a range of duties.

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education.
(1) Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position;
OR,
(2) Education. One year above high school;
OR,
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None required.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-07:
Experience. One year of experience equivalent to the GS-6 grade level [leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting].
Assignment. Supervisory MSAs plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate MSA staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved clinic operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
a. Ability to provide the full range of administrative and supervisory duties in a patient support setting, which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
b. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
c. Ability to provide briefings, orientations, staff development, and training related to administrative functions in a patient support setting.
d. Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities.
Preferred Experience:
2+ years of experience scheduling in-person and VVC patient appointments using Vista Scheduling User Interface (VS GUI) and Virtual Care Manager (VCM)
1+ year of experience providing administrative oversight as a supervisor or Lead AMSA
Experience using and/or monitoring Automated Call Distribution (ACD) phone system using Global Navigation System (GNAV)

The full performance level of this vacancy is GS-07. The actual grade at which an applicant may be selected for this vacancy is GS-07.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
