Duties
Plans, coordinates, analyzes and evaluates organization missions and operations. Administers and evaluates internal management plans, direction and practices which require consideration and integration of specialized needs.
Collects and analyzes pertinent organizational data and information; develops statistical and narrative data to justify any changes and recommendations; prepares and presents briefings.
Evaluates the impact for new or revised policies and procedures on existing organization. Explains necessity for changes to administrative personnel, clarifies new procedures; and provides guidance in the application of new administrative guidelines.
Manages administrative and office support functions. Assists in the development of written administrative policies and procedures.
Serves as a focal point for all inquiries and administrative problems. Screens inquiries, establishes suspense dates and refers to appropriate offices for response/resolution.
Reviews all incoming correspondence and taskings for action, review and/or response. Determines action required and assigns to appropriate office.
Keeps supervisor and senior leadership advised of controversial and time sensitive issues. Maintains a list of current action items and their status.
Requirements
- Must be a U.S Citizen or National.
- Registered for Selective Service (males born after 12-31-1959).
- Suitable for Federal employment.
- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Ability to set goals, plan strategies and schedule and coordinate the work of others to meet organizational goals. Ability to integrate planning efforts across work units. Independently plans, organizes, coordinates and completes assigned work. Management policies, regulations, and procedures to collaborate with budget, manpower, and administrative staff; coordinating the orientation of new employees and/or providing administrative support and facilitation services for organizations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

Education
Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
