This position is located in the Office of Environmental Health and Engineering, Division of Engineering Services with the Indian Health Service. The incumbent of the position will be responsible for the planning, acquisition, utilization and disposal of IHS leased and purchased real estate property. The incumbent will perform advertising, negotiation and award of lease contracts to support real estate needs IHS.

Duties

Direct Leasing Plan, execute, and manage leases of lands and facilities with Tribes under the authority of Public Law 94-437 Indian Health Care Improvement Act. Plan, executes, and manages leases of land and facilities with Tribes for housing regional alcohol and drug abuse treatment centers under the authority of Section 2205 of the Omnibus Drug Act Amendment of 1988. GSA Assigned Space Reviews IHS space requests for accuracy and conformance with statutory, regulatory, and procedural guidelines making appropriate correction and subsequently coordinating the request with GSA. Acquisition of Tribal/Trust Land or Leased Space: Observe and participate in the site selection, ordering, surveys, soils analyses, seismic evaluations, land appraisals, negotiating purchase or lease of land or space, makes capital lease determinations.

To qualify for this position, you must meet 1) Basic Requirements, 2) Minimum Qualifications. 3) Specialized Experience and 4) Selective Placement Factor Requirements. Your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Realty Series 1170 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. Specialized Experience Requirement: Qualifying examples of specialized experience must include but is not limited to: 1. Experience managing activities involving the acquisition, management, utilization, and disposal of government-owned real property and transferring real property to Tribes and Tribal Organizations; AND, 2. Experience facilitating Federal lease management and planning activities. Selective Placement Factor: To qualify for this position, it is required that you possess a valid and active Contracting Officer's (LCO) Warrant Level I and/or a Warrant I or FAC-C Level I certification. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
