Job opening: INTERDISCIPLINARY LIBRARIAN/ARCHIVIST

You will serve as a LIBRARIAN - ARCHIVIST in the NAVAL HISTORY AND HERITAGE COMMAND.

Duties

You will provide comprehensive reference, research, advisory, evaluative, and instructional services to individuals and groups at the Navy Department Library's Photo Section. You will use knowledge of specialized sources including structure, content, and access protocols of relevant databases to produce selected and annotated bibliographies on specific subjects. You will prepare a broad range of photo and /or literature guides and develop resource directories in paper and electronic format. You will maintain authority records (names, series, subjects), establish and revise entries for accession records, and create cross-references and analytics as needed. You will participate in collection development and management to include acquisition, organization, maintenance, preservation, and removal or replacement of materials. You will digitize photographs for use in answering Requests for Information (RFIs) as well as for uploading onto the Naval History and Heritage Command's website. You will coordinate conservation and preservation efforts of a variety of types of photographs.

Qualifications

GS-11 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing, organizing, and providing the orderly access and retrieval of non-print and electronic materials to personnel of the naval establishment, the Department of Defense (DOD) and its subordinate services, to other government agencies, and to the public; 2) Providing comprehensive reference, research, advisory, evaluative, and instructional services to individuals and groups at the Navy's Department Library; 3) Providing bibliographic instruction to Navy Historians, Archivists, Curators, and Archaeologists, academic researchers; 4) Writing non-Navy historians, and other clientele on the nature and use of library resources, including how to locate research paper materials and the use of various databases and other electronic media. GS-09 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Annotating bibliographies on specific subjects and compiling information packages for clientele; 2) Preparing a broad range of literature guides and developing resource directories in paper and electronic format; 3) Prioritizing projects; evaluating, researching, and organizing materials and performing scanning of manuscripts of significant historical content. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

1410 Librarian:

Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Education Substitution for Experience at the GS-11 Level: 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position

Education Substitution for Experience at the GS-09 Level:2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

1420 Archivist:

Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

OR

Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Education Substitution for Experience at the GS-11 Level: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Education Substitution for Experience at the GS-09 Level: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
