These job openings are in the Bureau for Humanitarian Assistance (BHA), TPQ, Monitoring and Evaluation (ME) Team at the U.S. Agency for International Development (USAID).
Duties
Recognized as an Agency-wide expert in managing, coordinating, or administrating monitoring and evaluation systems, methods, and tools in a humanitarian assistance or early recovery, risk reduction, or resilience (ER4) context.
Provides expert advice, guidance, and support to USAID Missions, non-governmental organizations, UN Agencies, the private sector, host countries, and others, on technical issues regarding the design, implementation, management, and evaluation of ME.
Assesses effectiveness or recommends improvement of monitoring and evaluation plans and/or operational processes encompassing difficult and diverse challenges that affect aspects of HA and ER4 programming.
Conducts comprehensive evaluations of bureau wide responses, assess monitoring and evaluation plans submitted, provide technical advice to evaluation designs to ensure accountability, and capture learning to meet organizational stated goals.
Serves as ME technical liaison, including but not limited to other USG Agencies, donors, multilateral banks, implementing partners, non governmental organizations, the private sector, and others on how best to coordinate their efforts with USAID ME
Actively participates in ME policy formulation for HA and ER4 programming and reviews liaison activities for agency-wide ME initiatives. Informs stakeholders of changes in ME guidance and indicators - conducting briefings on major changes.
Requirements

Qualifications
Basic Requirements:
Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
or
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
or
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
Specialized Experience:
GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes: a) Formulation of instructions, policy guidance, tools, for USAID and implementing organizations related to designing, implementing, monitoring, and evaluating program or policy options to improve performance of international humanitarian emergencies, recovery, risk reduction, and resilience programs; b) Serving in a leadership role on a humanitarian assistance program, or response teams to international disasters; and c) managing the technical design, operations, coordination, or learning, monitoring and evaluation (M&E) of humanitarian assistance programs.
Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Selective Placement Factor: Your resume must demonstrate experience in monitoring, and evaluating humanitarian assistance or early recovery, disaster risk reduction, or resilience programs; data management; and data analysis for a civilian-based international humanitarian assistance organization.
Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
