You will serve as a CONTRACT SPECIALIST in the INTERNAL CONTROLS AND AUDIT DIVISION of BUREAU OF NAVAL PERSONNEL.
Duties
You will be responsible for supporting research development, and planning, monitoring, coordinating, and implementing of all contracted services.
You will provide contract evaluation, update contract invoice systems, monitor pre/post-award functions, conduct contract spot checks, monitor contract funding, provide technical services for contract oversight, and assist in resolving disputes.
You will provide technical advice to functional managers and Contracting Officer’s Representative (COR) and assist with negotiations involving cost or pricing data and special or unusual contract terms.
You will assist program managers with Statements of Work (SOW), Market Research Memorandums, evaluation of contract price proposals, and responses to contractor questions.
You will coordinate and monitor training and education requirements for COR’s/Program Managers, and maintain COR designation letters and course completion certificates.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing contract evaluation, reviewing and contract related administrative assistance to program managers for organizational contracts; 2) Participating in contract operational planning and advising on the procurement implications of proposed decisions and recommended alternatives; 3) Serving as a subject matter expert for questions or issues involving program issues of a contractual nature; and 4) Executing procurements for approved programs/projects and providing guidance pertaining to acquisition processes and procedures.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
