About the Position: This position is with the U.S. Army Corps of Engineers, Galveston District, Resource Management Office located in Galveston, TX. A RECRUITMENT/RELOCATION INCENTIVE OF UP TO 25% OF THE BASE SALARY, MAY BE OFFERED, DEPENDING ON FUNDING AVAILABILITY AND MANAGEMENT DISCRETION. AN INCENTIVE MUST BE REQUESTED BY SELECTED APPLICANT AT TIME OF THE TENTATIVE JOB OFFER AND APPROVED PRIOR TO HIRE. AN INCENTIVE REQUIRES A SIGNED SERVICE AGREEMENT.

Duties

Administer the overall budgetary management system to include budget execution, funds control, and ensuring compliance with appropriation law. Plan and evaluate work accomplished by subordinates, set and adjust short term priorities, and prepare schedules for completion of work. Maintain familiarity with authorized program and project budgets and incorporate such relevant information into all budget development. Provide budgetary and technical leadership for the development of cost estimates associated with long-range multi-year projects. Establish financial management procedures for continual review and surveillance of fund subdivisions and limitations to preclude occurrences of over-obligation of funds and minimize occurrences of financial violations. Oversee a team of budget analysts in reviewing consolidated budgets composed of the multiple budgets for accuracy and compliance with budget guidance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • A FINANCIAL MANAGEMENT Level 2 certification IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 US Code, section 1599d is required within 2 years of appointment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionBudget Formulation, Justification, and PresentationCommunications Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
