The primary purpose of this position is to assists Marine Traffic Controller for the Third Port, Ft Eustis, Va and approach channels directing all marine traffic transiting the port taking into consideration limitation of water depth of Skiffes Creek and the James River. Assists in the regulation of movement of and controls the dispatching, location, and assignments.

Duties

Traffic Control: Serves as assistant marine traffic controller. Assists as the primary decision maker for all vessels transiting, mooring, and docking the Third Port area. Centralized communication and Dispatching: Assists Traffic Controller as focal point for centralized communication, coordination, and dispatch of FP boat patrols and for first response to emergencies on Third Port land or water. Weather: Under the direction of the Marille Traffic Controller monitors atmospheric conditions (velocity of current and wind, the possibility of sudden appearance of vapor or fog ill the area, cross winds, approaching storms), tonnage and draft of the vessels desiring passage in relation to port restrictions handling characteristics and radar facilities, if any, when taking decisive action. Records a variety of information such as the types of vessels, destination, cargo, teletype weather reports, barometer, temperature and tide gauge readings, direction and velocity of the wind and condition of the sea. Must be able to operate Patrol Watercraft to conduct periodic security patrols of the nearly 22 miles of waterside perimeter with Military Police. A US Coast Guard, US Army or Navy marine license is necessary.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Transportation Clerk and Assistant, Series 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of marine and port operations regulations and procedures to determine restrictions and resolve problems. Ability to safely operate a USA Class C vessel, up to a 26 foot, through the port and adjacent waterways. Must hold K20 or L20 or higher license or hold a Certificate of Marine Safety awarded by the U.S. Coast Guard or hold a USAML 880A2 or 881A2. Knowledge of Marine Traffic Control work and marine port operations and procedures to provide support, assistance and resolve problems encountered with ships in port or serviced waterways. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to evaluate various weather and tidal data, and the ability to prepare and maintain detailed, accurate written logs and records. Knowledge of various types of US Anny marine vessels, as well as Navy, Coast Guard and various agency vessels and their characteristics and the hydrography and hydrology of the Skiffes Creek and James River in order to direct marine traffic through the waterway. Skill in communicating orally using accepted marine radio communication techniques and equipment to include, but not limited to, VHF bridge to bridge and telephone and 2-way AM/FM radios. Must be knowledgeable of emergency radio procedures. Knowledge of Marine Traffic Control work and marine port operations and procedures to provide support, assistance and resolve problems encountered with ships in port or serviced waterways. Ability to safely operate a USA Class C vessel, up to a 26 foot, through the port and adjacent waterways. Must hold K20 or L20 or higher license or hold a Certificate of Marine Safety awarded by the U.S. Coast Guard or hold a USAML 880A2 or 881A2. Knowledge of and certification to operate Harbor Radar Surveillance equipment, Global Maritime Distress and Safety System (GMDSS), the centralized Marine Traffic Control System (MTCS), and atmospheric, tide and weather equipment/gauges/instruments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
