Duties

Supervises, assigns, directs and reviews the work of several personnel through subordinate supervisors on a daily basis by oral or written Instructions. Determines cargo movement workload and identifies requirement- to flight commander. Develops and ensures compliance with operating procedures effecting scheduling, transporting, and controlling movement of materials by motor, air, rail and water. Serves as the Cargo Movements Operating System (CMOS) administrator. Performs other supervisory, clerical and administrative tasks in support of the transportation work.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Freight Rate, Series 2131. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of traffic management methods, policies, procedures, regulations, precedents, AF and installation guides, which apply to cargo movement and programs. Skill in identifying, analyzing, and resolving traffic management issues or problems under conditions of time pressure and uncertainty due to special commodities such as hazardous cargo, explosive ordnance, weapons, etc. General knowledge of carrier industry practices and operations along with transportation and shipping requirement data used to negotiate rates and services to meet transportation requirements of major government shippers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of personnel management practices and principles, as well as ability to manage and supervise a moderate workforce, skills in customer relations, and the ability to communicate both orally and in writing. Knowledge of accepted warehousing methods, procedures, and material handling techniques. Warehousing functions such as material receiving, storage, shipping, packaging, preservation, and facility maintenance. Knowledge of USAF budgeting and accounting methods and procedures, and the ability to determine damage in shipments and effectively resolve discrepancies between the US Government and commercial industry. Knowledge of safety regulations practices and procedures, and the ability to research various traffic management regulations, directives, guidance, and interpret instructions pertaining to cargo movement. Knowledge of traffic management regulations, directives, and guidance as they apply to cargo movement. As well as automated cargo movement systems (Global Transportation Network and Cargo Movement Operations System). Skill to plan cargo movement and coordinate economical and efficient commercial/military transportation, and knowledge of emergency transportation operating plans relating to cargo movement and procedures and ability to respond to emergency requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
