About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, Peacekeeping and Stability Operations Institute, U.S. Army Heritage and Education Center, and Dunham U.S. Army Health Clinic and the Installation Management Command.

Duties

Provides direct support and training to faculty and students in the use of instructional media and technologies to enhance teaching and learning. Provides educational and technical support to faculty through the use of educational technology. Demonstrates hardware and software capabilities and provides information, resource material, and tutorials to faculty, staff, and students. Works collaboratively with faculty and colleagues on the application of instructional design principles when developing resident, online, and hybrid courses. Maintains records pertaining to projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

BASIC REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design,development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement listed above you must also meet the Specialized Experience. GS 09: Specialized Experience: One year of specialized experience which includes 1) assisting with the maintenance of online and/or hybrid courses; 2) assisting with providing support in the use of instructional media and/or technologies; and 3) consulting with faculty and/or subject matter experts on appropriate media and/or experiential learning tools. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Instructional design and/or education, Educational Technology, or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS 11: Specialized Experience: One year of specialized experience which includes 1) assisting in the development of online and/or hybrid courses; 2) providing support in the use of instructional media and/or technologies; 3) recommending appropriate media and/or experiential learning tools which support the attainment of institutional learning outcomes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Instructional design and/or education, Educational Technology, or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
